1. BACKGROUND INFORMATION:

There are currently 28 open and active Border Control Points (BCPs) in Bangladesh. The BCPs include Hazrat Shahjalal International Airport (Dhaka), Shah Amanat International Airport (Chottogram), Osmani International Airport (Sylhet), Dhaka Cantonment Railway (Dhaka), Benapole (Jessore), Hili (Dinajpur), Burimari (Lalmonirhat), Bhomra (Satkhira), Belonia (Feni), Juri Batuli (Moulvibazar), Darshana (Chuadanga), Akhaura (Brahmanbaria), Sonamasjid (Chapainawabganj), Balla (Habigabj), Birol (Dinajpur), Chatla (Moulvibazar), Tamabil (Sylhet), Rowmari (Kurigram), Kurmaghat (Moulvibazar), Zakiganj (Sylhet), Bibir Bazar (Cumilla), Sheola (Sylhet), Banglabandha (Panchagarh), Chilmari (Kurigram), Angtihara (Khulna), Nokuga (Sherpur), Mongla Sea Port, and Chittagong Sea Port.

IOM will conduct a comprehensive needs and gap assessment at the BCPs to assess the current technical and human capacity of the BCPs to ensure effective border management and identify needs for improved border operations.

The first phase of the assessment will cover the following 7 BCPs with the financial support of the Government of Canada – Immigration, Refugees and Citizenship Canada (IRCC):

  • 3 Airports: Hazrat Shahjalal International Airport (Dhaka), Shah Amanat International Airport (Chottogram), and Osmani International Airport (Sylhet);
  • 1 Rail port: Dhaka Cantonment Railway (Dhaka); and
  • 3 Land ports: Benapole Land port (Jessore), Hili Land port (Dinajpur), and Burimari Land port (Lalmonirhat).

The assessment has a potential for expansion, as second phase, to cover and assess the rest of the 21 BCPs, subject to the approval of the Government of Bangladesh (GoB).

2. Objective:

The objective of the needs and gap assessment is to assess the technical and human capacity of open and active BCPs in Bangladesh to ensure effective border management and identify needs for improved border operations.

The results of the assessment will serve to verify the feasibility of activities, outputs and outcomes proposed under the ongoing project and will be used to inform future projects as a means of ensuring complementarity of programming and the promotion of holistic and integrated Immigration and Border Governance (IBG) responses in Bangladesh. It is also expected that the results will contribute to the efforts of GoB to further strengthen migration and border management systems in Bangladesh to promote regular cross-border mobility, maximize border security and prevent cross-border related crimes including smuggling of migrants and human trafficking, ensuring that Bangladesh is fully integrated into the relevant global and regional border management networks in place.

The assessment trips will be conducted by an assessment team composed of the selected consultant and representatives from IOM and GoB. As part of the assessment, national consultative workshops will also be organized in Dhaka with the participation of relevant border agencies from GoB. External stakeholders such as representatives from other UN agencies, NGOs and the Government of Canada might also attend the workshops subject to the government approval. The first workshop will be organized prior to undertaking the assessment (First phase of the assessment) to build a common understanding among stakeholders on the objective of the assessment, methodology, scope and timeline and agree on the assessment framework and tools that will be followed to assess all the targeted BCPs. The second workshop will be organized after completing the assessment (First phase of the assessment) at 7 BCPs and finalizing a draft report on the assessed 7 BCPs, to review and validate the report.

Once the second phase of the assessment is approved by the government, the third and last consultative workshop will be organized after completing the assessment at the remaining 21 BCPs and finalizing a draft report on the assessed 21 BCPs, to review and validate the report. More consultative workshops or discussions might take place with government and other relevant stakeholders during the assessment and report review process as necessary.

In furtherance of the above, IOM is seeking to hire a consultant to carry out the needs and gap assessment. The selected consultant is also expected to attend the abovementioned workshops and facilitate relevant discussions during the events, in close cooperation with the IBG Unit of IOM Bangladesh and relevant government stakeholders. In case that an international consultant is selected for the consultancy position, there is a possibility that IOM additionally hires a local consultant who provides the international consultant with support of translation and communication during the consultancy period. The international consultant is expected to work and coordinate with the local consultant to carry out the assessment smoothly.

The selected consultant will report directly to Head of IBG Unit of IOM Bangladesh and fully coordinate and consult with the Head of IBG Unit or designated staff members and relevant government stakeholders.

3.Scope:

3.1 Physical border infrastructure and border operations related equipment

  • Understand and assess the condition and effectiveness of existing physical border infrastructure and border operations related equipment at the BCPs, such as office, sanitation and hygiene facilities; protection related facilities that take into account needs of vulnerable populations; seating arrangements; immigration standardized equipment and so on.
  • Identify needs of additional/new infrastructure and equipment required for improved and effective border management.

3.2 Human capacity of relevant border agencies working at the BCPs to ensure effective border management

  • Understand and assess the human capacity of border agencies working at the BCPs to ensure effective border management.
  • Identify needs of support/interventions to further build human capacity of border agency officials to ensure effective border management.
  • Understand the roles and mandates of border agencies and coordination mechanisms, including existing intra- and inter-agency coordination practices at the BCPs.
  • This also includes but not limited to:

a. assess the effectiveness of existing immigration and emigration procedures and referral procedures for suspected trafficking cases;

b. assess the capacity of the border agencies to detect fraud cases and suspected transnational organized crimes at the BCPs and identify/handle potential victims of trafficking and other vulnerable groups including minors;

c. understand the procedures of handling suspected cases at the BCPs (e.g. procedures to transfer suspected travellers from the first line to the second line and for further processes, procedures to record relevant information and data, and so on.)

3.3 Others

  • Assess gender mainstreaming and border and migration management systems, including health systems, at the BCPs to ensure safety for crisis-affected population in need of crossing the border during a humanitarian crisis or public health emergency, while ensuring that the security of the border is maintained.
