Consultant – Agriculture, Economics and Livelihood Development

The International Water Management Institute (IWMI), a CGIAR Research Center, is seeking an innovative and multi-skilled candidate to join its headquarters (HQ) as a Consultant – Agriculture, Economics, and Livelihood Development.

The Integrated Watershed and Water Resources Management Project (IWWRMP), funded by the World Bank at USD 75.03 million, is executed by the Government of Sri Lanka (GoSL) through the Ministry of Irrigation (MI). The project’s main objective is to enhance watershed and water resources planning while improving the functionality of water infrastructure. It comprises four components: Watershed and Water Resources Planning (Component 1), Infrastructure Improvements (Component 2), Contingent Emergency Response (Component 3), and Project Management (Component 4).

In this consulting arrangement, IWMI is tasked with developing a comprehensive Watershed Management Plan by consolidating the plans of 31 District Secretariat (DS) mini watersheds (as outlined in the submitted proposal) along with the responsibilities outlined in the Terms of Reference (TOR).

DUTIES & RESPONSIBILITIES:

• Coordinating with government institutions (MASL, Irrigation Department (ID), LUPPD, Survey Department, Forest Department, Wildlife Department, Department of Agrarian Development (DAD), and Survey Department) to obtain/acquire the necessary data for the preparation of the project database and reports.
• Supporting field managers (working in IWWRMP) to access existing databases held by government institutions for data collection.
• Conducting literature surveys required for the project reports.
• Analyzing collected data, including inspecting, cleaning, transforming, and interpreting data to discover valuable insights, and supporting the project leader and other consultants in the decision-making process.
• Supporting the GIS specialist in map preparation, data analysis, raster analysis, spatial analysis, and DBMS preparation.
• Assisting the project leader with project management and finalizing project-related documents.
• Organizing and attending relevant project meetings, and supporting the project leader by preparing necessary documents and presentations.
• Providing bi-weekly progress reports (and additional reports as necessary) to the project leader.

Requirements

QUALIFICATIONS REQUIRED:

Essential:

• B.Sc. degree in a related field such as agriculture, environmental science, or an equivalent discipline.

KNOWLEDGE & EXPERIENCE REQUIRED:

Essential:

• Basic knowledge of watershed management, irrigation, or agriculture-related activities in Sri Lanka.

Desirable:

• Experience working on watershed management, irrigation, or agriculture projects.
• Experience working in an internationally based organization is preferred.
