- Assist the Project Manager in actively monitoring programme implementation in the participating municipalities to ensure compliance with all project agreements, as well as suggesting remedial actions as deemed necessary to individual projects or to the programme as a whole.
- Provide technical support related to the (re)construction of houses for project beneficiaries.
- Conduct technical needs assessments to prepare and /or revise Bill of Quantities for the implementation of construction works.

- Report timely and efficiently to Project Manager of any identified problems or issues related to the project implementation, including suggest corrective measures, as needed;
- Assist the Project Manager in reporting, including preparation of accruals/progress reports related to the implemented projects as well as prepare periodic narrative reports/updates, including data analysis and preparation of relevant statistics/charts, if needed;
- Conduct IOM pre-tender meetings and pre-tender visits, if needed;
- Keep close track of house (re)construction and infrastructure project’s expenditures, including preparation of Certificates of Completion (CoC), Provisional Acceptance Certificates (PAC) and Final Certificate of Completion (F-CoC), according to contractor’s deliverables in coordination with the Project Manager and the Fin/Admin personnel as well as ensure that the construction activities are carried out according to the Bill of Quantities (BoQ) and ascertain accuracy of the qualities;
- Maintain a central filing system in soft and hard copies of all relevant documents per each house (re)constructed, such as but not limited to: design, drawings, technical specifications, BoQs, tender dossiers, construction diaries and books, correspondence with contractors and municipal counterparts, disbursement/payment records, and any other relevant EU-RRK documentation, ensuring the integrity of documentation and preserving the institutional memory;
- Perform any other tasks that might be assigned by the Project Manager and Chief of Mission.

A Bachelor’s degree in Civil Engineering, Construction Engineering, or a related field from a recognized institution.
A Master’s degree in a relevant field is an advantage.
• A minimum of 5 years of professional experience in construction engineering, with a focus on ensuring that the construction process was closely supervised at every stage (a comprehensive monitoring framework was established to ensure the successful completion of the housing (re)construction).
• Proven experience as a Local Expert in similar projects, particularly in the context of return and reintegration programs or infrastructure development.
• Demonstrated experience in managing and overseeing construction projects, including planning, execution, and quality control.
• Experience working with international organizations, government agencies, or NGOs is highly desirable.
- Strong technical knowledge of construction engineering principles, practices, and standards.
• Proficiency in using engineering software and tools, such as AutoCAD, Revit, and project management software.
• Excellent project management skills, including the ability to develop project plans, manage budgets, and meet deadlines.
• Strong analytical and problem-solving skills, with the ability to identify issues and implement effective solutions.
• Excellent communication and interpersonal skills, with the ability to work collaboratively with diverse stakeholders, including government officials, community members, and project teams.
• Strong organizational skills and attention to detail, ensuring high-quality deliverables.
• Ability to work independently and take initiative, while also being a team player.
• Knowledge of local building codes, regulations, and standards.
• Fluency in English is required; proficiency in Albanian and Serbian is an advantage.
