UNICEF East Asia and Pacific Regional Office is seeking an individual consultant to strengthen the evaluation function in UNICEF’s East Asia and Pacific Regional Office (EAPRO) by supporting the implementation of the UNICEF Global Evaluation Policy, the Regional Evaluation Strategy, and related workplans at both regional and country levels. The EAPRO Evaluation Section currently operates with a small team consisting of a full-time Regional Evaluation Advisor, a Programme Assistant, and a Young Emerging Evaluator consultant. In the context of increasing demand for evaluation-related work and constrained human resources, this consultancy will provide additional technical and operational capacity to support the effective functioning of the evaluation portfolio.
Under the overall guidance of the Regional Evaluation Advisor, the consultant will:
(a) support the planning, implementation, and monitoring of the regional strategy aimed at strengthening the evaluation function in East Asia and the Pacific;
(b) contribute to the regional evaluation quality assurance system to enhance the quality and use of evaluations; and
(c) provide technical support to Country Offices, including support for evaluation capacity development at multiple levels.
In addition, as UNICEF prepares for the establishment of the new Asia Pacific Regional Office (APRO), there is an increasing need for strengthened collaboration between the EAPRO Evaluation Section and the ROSA evaluation team to support the gradual consolidation of evaluation functions, including evaluation databases, knowledge management platforms, and related systems. The consultant will contribute to this transition by supporting joint planning processes and other relevant coordination efforts.
In the context of the regional transition, the consultant will also provide support to the Regional Planning Team and the Front Office on transition-related coordination, planning, and analytical tasks.
Work assignment (remote/home-based modality, not office-based), Expected deliverables and Delivery schedule:
This assignment is office-based. Under the overall guidance and supervision of the Regional Adviser – Evaluation (RA-Ev), the consultant will undertake the following tasks:
4.1 Assignment: Support to Evaluation Implementation, Knowledge Management, and Coordination (43 working days)
4.1.1 Support Country Evaluations
Provide technical and coordination support to Country Offices for ongoing country-led evaluations, including Country Programme Evaluations (CPEs) in Mongolia and Pacific Multi-Country Offices (MCOs), as required.
Deliverable 1: Coordination and technical support provided to country-led evaluations.
Number of working days: 7 days
4.1.2 Support After Action Reviews (AARs)
Provide technical and coordination support to After Action Reviews (AARs) in the region, as required.
Deliverable 2: Coordination and technical support provided to AARs evaluations.
Number of working days: 3 days
4.1.3 Dissemination and Knowledge Sharing
Support the dissemination of evaluation findings through organization of dissemination workshops and webinars, and preparation of evaluation communication materials, including executive summaries, briefing notes, presentations, and stakeholder-tailored knowledge products.
Deliverable 3: Dissemination workshops/webinars conducted and evaluation knowledge products prepared and shared with relevant stakeholders.
Number of working days: 8 days
4.1.4 Regional Learning and Synthesis
Assist in synthesizing lessons learned across thematic and regional evaluations to contribute to regional learning products, annual reports, and other knowledge management outputs.
Deliverable 4: Regional synthesis inputs and learning summaries incorporated into regional learning products and annual reporting outputs.

4.1.5 Innovation and AI-enabled Evaluation Methods
Support the testing, documentation, and internal dissemination of innovative and AI-enabled evaluation tools and methods, including preparation of guidance notes and lessons learned from pilot applications.
Deliverable 5: Documentation of pilot testing and lessons learned on AI-enabled evaluation tools and methods.
Number of working days: 6 days
4.1.6 Coordination and Reporting Support
Support coordination across Country Offices, regional teams, and evaluation consultants, including scheduling, reporting inputs, and communication facilitation related to evaluation activities.
Deliverable 6: Coordination updates, reporting inputs, and documentation supporting regional evaluation activities.
Number of working days: 5 days
4.1.7 Support Transition Activities for the Establishment of APRO
Support transitional activities associated with the eventual consolidation of EAPRO and ROSA, including coordination of joint planning processes, mapping of evaluation systems and tools, and preparation of background materials to facilitate the transition.
Deliverable 7: Coordination and technical inputs provided to transition-related activities, including integrated evaluation database, joint SharePoint site and other related tools.
Number of working days: 7 days
4.2 Assignment: Support to Regional Planning, Front Office Coordination, and Transition Processes (14 working days)
4.2.1 Support Regional Management Team (RMT) Processes
Provide meeting support to Regional Management Team (RMT) meetings, including preparation of meeting notes.
Deliverable 8: RMT meeting notes and background materials prepared, as required.
Number of working days: 5 days
4.2.2 Transition Coordination Support
Support coordination of transition-related activities involving EAPRO, ROSA, and Centres of Excellence (CoE), including drafting correspondence and briefing materials on behalf of senior management, as required.
Deliverable 9: Draft correspondence, briefing notes, and coordination materials prepared to support transition processes.
Number of working days: 4 days
4.2.3 Country Coordination and Briefing Support
Support responses to incoming requests from the Regional Director and Front Office, including preparation and updating of country briefing materials and coordination with Country Offices.
Deliverable 10: Country briefing materials and coordination updates prepared in response to Front Office requests.
