UNICEF operates in over 100 countries, leveraging digital learning and innovation to address the global learning crisis and reach children excluded from education, particularly in emergency contexts. To accelerate these efforts, UNICEF, in collaboration with UNESCO, launched the Gateways Initiative at the Transforming Education Summit in 2022.
The Gateways Initiative partners with governments and organizations to establish digital education as a public good by promoting high-quality, inclusive national digital learning platforms and content, aiming to ensure all children have access to quality digital education. The initiative is structured around three main pillars: global knowledge exchange, developing norms and standards, and creating a comprehensive mapping of digital learning initiatives.
How can you make a difference?
Toward mid-2025, UNICEF plans to intensify its efforts within these pillars, with a particular focus on global knowledge exchange and the mapping of digital learning initiatives. To support knowledge exchange, the Gateways Initiative has successfully conducted four webinar series and two study visits. The Gateways Initiative plans to conduct one Study Visit in China and launch the Dashboard for global digital learning platforms this year.
To accomplish these objectives, the UNICEF China Country Office (CCO) seeks to engage an expert to coordinate and support the development of the Dashboard and the coordination of the Gateways Study Visit in China in collaboration with national partners. This ToR outlines the role’s objectives, scope, and expected deliverables.

Individuals engaged under a consultancy or individual contract will not be considered “staff members” under the Staff Regulations and Rules of the United Nations and UNICEF’s policies and procedures, and will not be entitled to benefits provided therein (such as leave entitlements and medical insurance coverage). Their conditions of service will be governed by their contract and the General Conditions of Contracts for the Services of Consultants and Individual Contractors. Consultants and individual contractors are responsible for determining their tax liabilities and for the payment of any taxes and/or duties, in accordance with local or other applicable laws.
The selected candidate is solely responsible to ensure that the visa (applicable) and health insurance required to perform the duties of the contract are valid for the entire period of the contract. Selected candidates are subject to confirmation of fully-vaccinated status against SARS-CoV-2 (Covid-19) with a World Health Organization (WHO)-endorsed vaccine, which must be met prior to taking up the assignment. It does not apply to consultants who will work remotely and are not expected to work on or visit UNICEF premises, programme delivery locations or directly interact with communities UNICEF works with, nor to travel to perform functions for UNICEF for the duration of their consultancy contracts.
