Project Overview and Role:

NPI EXPAND Overview

The New Partnerships Initiative (NPI) Expanding Health Partnerships (NPI EXPAND) project is a global five-year (2019-2024) U.S. Agency for International Development (USAID) funded project that supports locally driven efforts to increase the availability and utilization of high-quality health and education services. In line with USAID’s localization agenda, NPI EXPAND invests in new and underutilized local partners (NUPs) and strengthens their capacity to strategize, plan, and implement programs with USAID funds. Enhanced participation of capable local organizations to increase demand for and deliver high-quality, high impact services will enable governments to meet crucial goals equitably and sustainably. NPI EXPAND also catalyzes opportunities to scale up innovative interventions by strengthening the capacity of NUPs with varying levels of capabilities and exposure to USAID.

In Pakistan, NPI EXPAND is implementing USAID Pakistan’s Human Development Activity (HDA) to advance development, education, and health aims in Khyber Pakhtunkhwa (KP) province. Pressing issues in these areas include low access to and use of high-quality education and health services, limited qualified personnel, equipment and supply shortages, security-related restrictions, and gender inequity. Through HDA, NPI EXPAND will support creative, locally driven solutions to improve education and health (FP/MNCH) in the border areas. The primary beneficiaries include the most disadvantaged women, girls, children, and newborns living in these areas. The project will provide grants and tailored assistance to local organizations in line with the following results:

• Intermediate Result 1: Access to and utilization of basic health and education services increased
• Intermediate Result 2: Quality of basic health and education services improved

Capacity Strengthening (CS) lies at the heart of the NPI EXPAND initiative, which aims to foster a locally led development agenda by identifying gaps and strengthening the capacities of New and Underutilized Partners. In line with this approach, NPI EXPAND developed Organizational Capacity Assessment/Organizational Performance Index (OCA/OPI) tools, which were used to conduct baseline capacity organizational assessments with grantees and guide collaborative development of capacity strengthening plans. Through this process, Results-Based Management (RBM) was identified as an area for capacity strengthening.

NPI EXPAND HDA is seeking to hire a consultant to provide training on Results Based Management to its partner organizations working on health and education in Buner and Upper Dir districts in KP. The partners focus on strengthening the capacity of the government’s health and education service delivery system in these two districts.

Primary Duties and Responsibilities: 

The selected consultant would train partner organizations on practical RBM approaches to help them identify, manage and achieve strategic goals to enable them to improve accountability, reporting, communication and feedback into the design, resourcing and delivery of projects and operational activities. This will help enhance project design, improve performance measurement, and strengthen decision-making processes. It will also strengthen grantee organizations’ capacity to support the KP Departments of Education, Health and Population Welfare and help improve the quality of public education (including ensuring effective implementation of the new curriculum) and health systems.

The consultant will work closely with NPI EXPAND HDA and partner organizations to design and deliver a tailored RBM training program that will address their specific needs.

Responsibilities

• Conduct a training needs assessment of NPI EXPAND HDA grantees to identify specific capacity gaps and training requirements related to RBM.
• Design, develop and conduct training on RBM for grantees.
• Develop a report on the training with recommendations on a way forward.
• Submit all material developed for this project to NPI EXPAND HDA before conclusion of the contract.

Consultancy Deliverables

• Training needs assessment report.
• A training package with workshop outline, agenda, presentation, activities, trainer’s guide and handouts.
• Workshop training report including attendance sheet, overview of proceedings, pre- and post-test results, workshop evaluation and action plans.

Please note that the scope of the RBM training may encompass additional deliverables depending on the specific needs and requirements of the training program.

Required Qualifications:

• BA in Social Sciences is required, Masters degree preferred.
• Demonstrated experience with development, adaptation and use of RBM tools and methodologies in health and education sectors.
• Demonstrated experience with designing and delivering training on RBM in different settings and with participants with varying levels of knowledge and experience.
• Experience working with the KP bureaucracy and an understanding of its public health and education systems mandatory.
• Ability to present complex information to diverse audiences. Clear and effective written, oral communication, presentation, training and facilitation skills.

Consultancy Location and Supervision

The location of this consultancy is Islamabad, Pakistan. The consultant will report to the NPI EXPAND Pakistan Country Team Lead. Only Pakistani nationals living in Pakistan will be considered for this consultancy. 

Period of Performance and Level of Effort

This consultancy is anticipated to take a maximum of 15 working days, between July 20 and August 30-31, 2023.

Application Requirements

• Technical proposal describing the methodology and process the consultant will use to identify needs, design, implement and evaluate the training, and provide post-training support to participants.
• Budget proposal including a breakdown of personnel, time and related costs. Logistical costs for the training will be covered by NPI EXPAND HDA.
• CV/resume highlighting similar assignments the candidate has undertaken in the past.

Evaluation Criteria

The successful consultant will be awarded a contract based on an evaluation of the response to the proposal. Only proposals which meet the minimum eligibility standards established above will be considered. Palladium will apply the evaluation criteria outlined in the table below:

• Proposed methodology: A description of understanding of assignment including the approach, techniques and processes the applicant proposes to utilize to assess needs, design training, develop materials, deliver training and provide post-training support.
• Past performance: Demonstrated relevant experience in similar assignments. Knowledge and understanding of the Pakistan landscape (especially KP) and experience in RBM in health and education services.
• Assignment management and quality control: Should include cost implication and process for reviewing deliverables before submission to Palladium and incorporating client feedback.
• Proposed budget and timeline: Reasonableness of timelines allocated to various tasks. Cost realism and consciousness to achieve the targeted deliverables.
