Consultant – IHL, IHRL, and Humanitarian Assistance

The professional will be part of the evaluation team to ensure the relevance and appropriateness of the evaluation in the humanitarian sector.

Qualifications:

• Extensive experience in humanitarian assistance (essential).
• Extensive experience, technical knowledge, and understanding of International Humanitarian Law, International Human Rights Law, and conflict-sensitive approaches (essential).
• Previous experience with the International Committee of the Red Cross (ICRC) (preferred).

Responsibilities:

The consultant will join the evaluation team as a thematic expert, contributing actively to the following activities:

• Assisting with the design of data collection instruments (interviews, focus groups, and surveys) to ensure they effectively capture the necessary information for the evaluation, in accordance with IHL, IHRL, and ICRC guidelines.
• Providing input into the design of the sample and selection of participants.
• Reviewing selected documents to inform the evaluation.
• Offering guidance to ensure that the fieldwork team adheres to humanitarian assistance standards on the ground.
• Conducting remote interviews and documenting the results.
• Contributing to the triangulation and analysis of primary and secondary data collected.
• Drafting sections of reports and offering internal comments on others.
• Participating in meetings and contributing to presentations to the client.

Expected Time Commitment and Execution Period:

We anticipate that the consultancy will be carried out over the period from the end of October 2024 to February 2025. The final time commitment will be determined at a later stage.
