THIS IS A TEMPORARY EMPLOYMENT OPPORTUNITY
Position Summary:
The Consultant will support the delivery and management of programs focused on disaster recovery, resiliency, risk mitigation, and/or federally funded grant management programs. The Consultant will assist with various tasks related to disaster recovery and grant management programs, including quality control and quality assurance, technical and program analysis, inspections, permitting, and overall grant management. The Consultant will coordinate closely with the program leads to ensure all policy decisions receive appropriate/necessary approvals and are in compliance with state and federal regulations and will. This role requires strong analytical skills, attention to detail, and the ability to work collaboratively with various stakeholders, including internal and external stakeholders, client teams, disaster survivors or program applicants, and other contractors.
Job Duties and Responsibilities:

Provide expert technical assistance on policies, principles, and standard operating procedures related to the program

Coordinate with the Program Leads to develop and maintain all program policies and procedures

Manage and update all program policies and procedures
-
Assist the Training Manager to develop training tools and resources related to program policy
-
Support Program Management Office in various assignments
-
Maintain knowledge of relevant regulations and guidance
-
Maintain knowledge of relevant regulations and guidance

Ensure absolute confidentiality of work-related issues and uphold data integrity policies
-
Act as a representative of the programs while working with county or city permitting offices
-
Coordinate with the Program Manager to ensure permitting processes and policies are effective and efficient

Liaise with participating counties to facilitate their understanding of the programs in relation to the permitting process
-
Coordination with construction vendors/contractors related to permitting
-
Design, develop, and maintain tracking mechanisms and reporting templates
-
Develop periodic or ad hoc reports/dashboards as requested by program management.

Maintain and adjust production management tools for required employee performance metrics.

Analyze program performance and staff management data.

Maintain expert level understanding of program database and assist program staff and partners with support requests.

Coordinate with technology providers to improve system performance.

Meet deadlines in a fast-paced work environment

Skills and Competencies:

Strong analytical, problem-solving, and interpersonal skills.

Excellent written and verbal communication skills.

Proficiency in Microsoft Office Suite, particularly Excel and Word.

Excellent time management skills with a proven ability to meet deadlines

Ability to work independently and pro-actively identify key steps to complete requested client outcomes.

Understanding of local, state, and federal government structure

Ability to analyze data in Microsoft Office Excel and other data modeling tools (e.g. SmartSheets, PowerBI, Looker, or similar tool)

Previous experience on a federally funded program a plus.
Required Education and Experience:
-
Associate or Bachelor’s degree in relevant field; AND 2+ years in business administration, public policy, economics, accounting, information systems financial management, accounting, application processing, grant-funded or government programs or related fields; OR
-
4 or more years of experience directly related to the role

Proficient in MS Office Suite
-
Proficiency in data management and reporting software is a plus
-
Experience working with case management reporting systems (Dynamics 365, QuickBase, etc.) is a plus
