Position Description

EnCompass LLC is seeking a consultant as an International Team Leader for the Evaluation of USAID Bangladesh Anti-Corruption Activity. They will be specialized in anti-corruption initiatives to conduct the evaluation and lead a team of local subject matter specialists of the Evaluation of the Participatory Action Against Corruption: Towards Transparency and Accountability (PACTA) activity in Bangladesh

Background

EnCompass LLC is implementing the four-year United States Agency for International Development (USAID) Bangladesh Upoma Activity, providing a range of analytical and advisory services in support of USAID’s design, performance monitoring, evaluation, and operational learning and adapting efforts. Under Upoma, EnCompass has been tasked to conduct a Midterm Performance Evaluation of PACTA activity in Bangladesh.

PACTA (Promoting Accountability and Citizen Transparency in Bangladesh) is a multi-donor initiative aimed at enhancing transparency and accountability within local governance structures in Bangladesh, with a particular emphasis on anti-corruption efforts. Implemented by a consortium of donors and local partners, PACTA employs a multifaceted approach to foster greater citizen engagement, strengthen local government capacity, and support the use of digital tools for monitoring governance practices. Key interventions under PACTA focus on empowering citizens to hold their local governments accountable and equipping government officials with the tools and knowledge needed to reduce corruption and improve service delivery. Major challenges to implementation include entrenched corruption, resistance to digital innovations, and the need for behavioral change among both citizens and government officials. Despite these challenges, key successes to date include increased transparency in local governance processes, greater use of digital platforms for citizen engagement, and measurable reductions in corruption-related activities at the local government level.

To achieve the program goal and objectives, interventions under PACTA are grouped into the following Objectives:

  • Objective 1: Enhance Transparency and Accountability in Local Governance
  • Objective 2: Promote Citizen Engagement and Participation in Governance
  • Objective 3: Strengthen Anti-Corruption Efforts within Local Governments

Learning Questions (LQs):

  1. Effectiveness of Activity Implementation: To what extent has the PACTA activity achieved its intended outcomes to date? How effective have the interventions, including PACTApp, been in promoting transparency, accountability, and citizen engagement in governance?
  2. Relevance: How relevant the activity is considering the current political contex.
  3. Efficiency: How efficient the implementing partner is to monitor implementation and provide recommendations for adjustment when necessary?
  4. Sustainability: To what degree have the anti-corruption outcomes of PACTA been embedded within local governance systems? What is the potential for sustaining anti-corruption measures after the activity concludes?

To conduct the evaluation and lead a team of local subject matter specialists, EnCompass LLC seeks a seasoned international Team Leader specialized in anti-corruption initiatives.

Position Duties and Responsibilities

Essential Functions:

  • Lead the evaluation team including one Country Context Specialist and one M&E Specialist, as well as a Logistics Support Specialist.
  • Lead the development and implementation of an Inception Report, including methodology, tools, and a timeline to execute the evaluation and answer the LQs.
  • Provide expert analysis on anti-corruption, informing the inception report, the development of data collection tools, and the preliminary list of key respondents.
  • Collect primary data through various means, such as interviews and focus groups, and stakeholder surveys, ensuring data quality and integrity.
  • Manage the team’s primary data collection efforts, ensuring methods are ethical and thorough.
  • Oversee the collection, analysis, and synthesis of primary and secondary data.
  • Lead the development of the draft and the final version of the evaluation report.
  • Act as the principal point of contact for USAID’s Activity Manager, providing regular updates on the progress of the evaluation. Conduct an in-brief meeting with USAID on arrival to Bangladesh and an out-brief meeting with USAID upon completion of primary data collection, prior to departure from Bangladesh.

Deliverables and Timing:

  • Inception report including work plan, detailed methodology, data collection tools, lists of KIIs and FGDs, outline of the final report presenting the proposed structure of the report, and timeline.
  • In-brief meeting with USAID’s Activity Manager upon arrival in Bangladesh.
  • Additional meetings with USAID, as necessary.
  • Regular progress reports/updates to the Upoma Task Manager.
  • Out-brief meeting with USAID at the end of field work/data collection to share preliminary findings and recommendations.
  • A draft version of the evaluation report, not to exceed 35 pages (excluding Executive Summary and annexes).
  • Detailed notes or transcripts in English from KIIs and FGDs.
  • Data sets of any quantitative data collected through stakeholder surveys.
  • A PowerPoint presentation on findings and practical, actionable recommendations.
  • Facilitation of a co-creation workshop with USAID to discuss findings and recommendations.
  • A final version of the evaluation report, incorporating feedback from USAID from the co-creation workshop.

Period of Performance and Level of Effort (LOE): The LOE for the Team Leader is approximately 60 days.

Position Requirements

Academic Qualifications:

  • A master’s or higher degree in Public Policy, International Relations, Law, or related field is required.

Experience and Skills:

  • A minimum of 10 years of professional experience in the democracy and governance sector, including anti-corruption initiatives (transparency, anti-corruption, corruption, etc) within the International Development efforts
  • A proven record of leading applied research, assessments, and/or evaluations in International development (Bangladesh or South Asia highly preferred)
  • Expertise in qualitative and quantitative research methodologies
  • Excellent organizational skills and ability to keep to a timeline
  • Excellent communication: verbal, writing skills with extensive report writing experience in English
  • Familiarity with USAID policies and practicespreferred
  • Experience working with civil society organizations in the field of good governance and/or policy advocacy is preferred
  • Experience working on anti-corruption efforts in Bangladesh or other South Asian countries preferred.
