OVERVIEW OF THE FUNCTIONS OF THE POST

Within the framework of UNESCO’s work on the Right to education, under the overall authority of the Director of the Division for Policies and Lifelong Learning Systems, the guidance of the Chief of Section and the direct supervision of the Programme Specialist in charge of the right to education programme; the Consultant shall support the right to education programme activities on country reviews, technical tools and thematic research work.

Education is one of the most powerful drivers for breaking the cycle of poverty and enabling individuals to realize their full potential. Recognized legally as a fundamental human right, education not only transforms lives but also unlocks access to other essential rights.

Our mission is to uphold international human rights standards to guarantee the right to education for all. We advocate for States to embed these standards within their legal frameworks and align their policies, accordingly, creating a solid foundation for lasting, systemic change. To achieve this, we conduct comprehensive legal and policy reviews at the country level and develop technical tools that support States in effectively realizing this right. Through thematic research, we also explore emerging transformations in education, such as the shift toward digitalization. By offering actionable guidance, we help States adopt a human rights-based approach that promotes equity and inclusivity, ensuring that no one is left behind.

Assignments

Specifically, the Consultant shall carry out the following tasks:

  1. Complete the draft report on the impact of digitalization and AI on the right to education, notably by analyzing the repercussions on the rights to work, information, culture, autonomy, and to be heard, and provide necessary support in finalizing the manuscript and in facilitating the publication process to ensure timely completion and dissemination of the report.
  2. Support the preliminary work on developing an AI system to facilitate the research for HerAtlas, the interactive Atlas on right to education for girls and women.
  3. In collaboration with partners, complete the analytical framework on the right to early childhood education and care based on existing tools.
  4. In collaboration with partners and based on the analytical framework and related methodology defined, conduct country reports to review the implementation of the right to early childhood education in three countries in Africa region, contributing to the operationalization of the new Guiding principles on the right to early childhood education, including with the support of country teams.
  5. Complete the Jordan right to education review by analyzing the implementation of this right from a lifelong perspective using the Guidelines to strengthen the right to education in national frameworks.

REQUIRED QUALIFICATIONS

Experience and Skills:

  • Advanced post-graduate degree (master’s or higher) in education, AI law, human rights, or other related fields.
  • 2 years of experience in research work.
  • Strong knowledge of human rights and the right to education.
  • Strong analytical and research skills.

Language:

  • Excellent writing skills in English and very good command of the French language.

DESIRABLE QUALIFICATIONS

Competencies:

  • Knowledge on the right to education and digitalization and AI in the field of education would be particularly valuable.
  • Proven interpersonal and communication skills.
  • The ability to effectively work within a complex and multicultural environment
