How can you make a difference?
UNICEF East Asia and Pacific Regional Office is seeking an individual consultant to to support a multi-country Digital Health initiative spanning Cambodia, Lao PDR, Mongolia, the Philippines, Timor-Leste, Vietnam, PNG, Fiji, Kiribati, and the Solomon Islands. This initiative is dedicated to UNICEF’s initiatives in strengthening the digital health and immunization systems in these countries. The consultant plays a pivotal role in driving the strategic direction, implementation, and impact of “Digital Health System for Infectious Diseases Control” project portfolio, ultimately contributing to the improvement of healthcare delivery and outcomes in the 10 implementing countries.

The role involves several key responsibilities throughout the contracted period including:

Tasks
The expected Tasks to be provided by the consultant are outlined below:
Task 1: Support Country Offices to develop accurate project schedules, including work breakdown, tasks, timelines, responsibilities, and interdependencies.
Task 2: Support Country Offices to prepare and review ToR, Proposals, technical specifications and other technical documents for IIS/EIR solutions, procurement of IT equipment and others as required.
Task 3: Identify project risks and develop risk mitigation strategies.
Task 4: Hold regular meetings with Country offices, at least once a month with each country to deliver work in tasks 1 and 2.
Task 5: Conduct support missions to Country Offices (if necessary) and Regional Office (if necessary).
Task 6: Develop and deliver presentations summarizing regular reports to EAPRO senior stakeholders.
Task 7: Participate in regular meetings with the Regional Office.

Duty Travel: No duty travel is expected for this consultancy.
To qualify as an advocate for every child you will have…
• Educational and academic background expected at a Master’s degree or higher level
• Experience working with MoH and across partnerships – Gavi, WHO, UN agencies
• Experience in managing multi-country level digital health initiative in Asia–Pacific
• knowledge of Industry Standards and best practices in digital Health

Individuals engaged under a consultancy or individual contract will not be considered “staff members” under the Staff Regulations and Rules of the United Nations and UNICEF’s policies and procedures, and will not be entitled to benefits provided therein (such as leave entitlements and medical insurance coverage). Their conditions of service will be governed by their contract and the General Conditions of Contracts for the Services of Consultants. Consultants are responsible for determining their tax liabilities and for the payment of any taxes and/or duties, in accordance with local or other applicable laws.
The selected candidate is solely responsible to ensure that the visa (applicable) and health insurance required to perform the duties of the contract are valid for the entire period of the contract. It does not apply to consultants who will work remotely and are not expected to work on or visit UNICEF premises, programme delivery locations or directly interact with communities UNICEF works with, nor to travel to perform functions for UNICEF for the duration of their consultancy contracts.
