Introduction
As conflict, violence, natural disasters continue to rise, there is an unprecedented need to ensure safety and protection especially of women, girls, in fragile settings. There is a rising need to prevent and respond to gender-based violence (GBV) and ensure sexual and reproductive health (SRH) needs of diverse groups of Women and Girls are met. UNFPA in partnership with the International Rescue Committee (IRC) has been tasked with ECHO funding to enhance global capacity in GBV and SRH in Emergencies (GBViE and SRHiE) by strengthening knowledge and skills to implement quality, integrated GBV and SRH programmes. This ECHO-UNFPA partnership is exploring models for integrating GBV and SRH in emergencies, with an emphasis on improving access to protection and SRH services for diverse groups of women and girls. The models will be written into a UNFPA toolkit on GBV-SRH integration. The models currently piloted in Mali and Tanzania, build out on previous IRC GBV-SRH integration learning from GAC and BHA funded projects in Pakistan, South Sudan, DRC, Chad, Nigeria, Ethiopia, and expertise from emergency contexts of Yemen and Bangladesh.
Objectives
The main purpose of writing the GBV-SRH integration guidance is to generate a document that meets global standards on how to enhance global capacity in Gender Based Violence and Sexual Reproductive Health in Emergencies (GBViE and SRHiE) by strengthening knowledge and skills to implement quality, integrated GBV and SRH programs.
Specifically, a practical evidence-based guidance document will be developed and disseminated, with recommendations on the most effective strategies for integrating SRH and GBV programming within humanitarian response.
SCOPE OF CONSULTANCY
The Consultant will conduct a desk review of documented data from field evidence, desk reviews and existing similar works, mixed method evaluations and country program experience on GBV-SRH integration from all regions where IRC has presence, to write interagency guidance documents for the SRH-GBV Integration Toolkit along with a 2-page learning brief on women-led organization leadership.
The Consultant is expected to propose and adopt organized writing and compilation styles that make use of at minimum (i) desk review of existing project materials and resources (ii) existing data on key informant interviews and/or focus groups with key IRC Clients, stakeholders and partners virtually and (iii) triangulation with existing project monitoring data.
At minimum, we estimate the Consultant will spend 5 days on background preparation and orientation, coordination; 3 days on remote KIIs and data collection including notes (likely 3-6 KIIs); 12 days on compiling the different pieces of information and draft writing the 2 guidance documents; 1 week on internal validation work and related feedback incorporation; and 1 week on the first external feedback incorporation. Finally, 6 days on final document with the second external feedback incorporation.

The Consultant will report to the IRC WPE & SRH global practice leads, while working closely with the strategic project team and IRC country program colleagues as appropriate.
Duration of assignment
The consultancy should not last more than 30 working days, excluding weekends.

2-pager learning brief on Women Led Organization leadership. Here the GBVAoR localization piece, data from existing resources tested in other contexts and currently being piloted in Mali will be used to propose the “how” in localizing GBVAoR at National and sub regional levels.
The deliverables above will be accompanied by regular communication and feedback from IRC. The draft and final documents will be shared with UNFPA.
