Since February 2022, Poland has welcomed approximately 2 million refugees escaping the conflict in Ukraine, with women and children comprising about 90% of the total. In response, UNICEF swiftly established the Refugee Response Office (RRO) in March 2022, operating under an L3 emergency declaration. Initially targeting over 75% of the refugee population, UNICEF’s interventions have been vital in supporting families affected by the war.
The UNICEF child protection programme has been working closely with the Ministry of Family, Labor and Social Policy, the Ministry of Justice, 13 municipalities and CSOs and have contributed to strengthening the capacity of the child protection system and services at the national and local level focusing on refugee children. The system enhancements focus on the areas of alternative care, prevention of Violence Against Children (VAC), and ensuring access to justice, as well as social integration of most vulnerable children and families.
How can you make a difference?
As part of the UNICEF RRO programme on child protection, this consultancy assignment will develop, together with the Child Protection UNICEF Refugee Response Office (RRO) in Poland team and with representatives and teams of Spilno Hubs and representatives of central and local authorities, a business model and a roadmap for Spilno Hubs that will ensure their sustainability in the future years of operation. This business model and roadmap aim to provide clarity on the status, governance modality and funding mechanisms of each Spilno.
Scope of Work: The consultant will develop a business model for Spilno Hubs that will ensure their sustainability in the future years of operation, considering local and regional context and needs as well as each Spilno Hub’s specific situation and condition. The business model should provide clarity on the scope of services, governance and funding mechanisms for each Spilno Hub. The business model should propose several solutions for regulation and sustainable funding to be discussed and validated with partners and stakeholders. The business model will be the basis for UNICEF Poland RRO advocacy with central and local authorities for regulating Spilno Hubs as part of the network of social services and provision of sustainable funding.
To qualify as an advocate for every child you will have…
- An advanced university degree (Master’s or higher) in the area of social policy, finance, law, administration, economics, or another relevant field.
- A first University Degree in a relevant field combined with 2 additional years of professional experience may be accepted in lieu of an Advanced University Degree.
- A minimum of six years of relevant work is required in at least one of the following areas: finance, creating strategies and business models, social policy, social services, integration policies.
- Demonstrated expertise and experience in social policy, governance, social services, public finance.
- Knowledge of local, regional and national policies on migration, social inclusion and integration.
- Ability to work effectively with people of different national and cultural backgrounds.
- Experience using MS Word, Excel, PowerPoint.
- Developing country work experience and/or familiarity with emergency is considered an asset.
- Proficiency in English and Polish is required.

Individuals engaged under a consultancy or individual contract will not be considered “staff members” under the Staff Regulations and Rules of the United Nations and UNICEF’s policies and procedures, and will not be entitled to benefits provided therein (such as leave entitlements and medical insurance coverage). Their conditions of service will be governed by their contract and the General Conditions of Contracts for the Services of Consultants and Individual Contractors. Consultants and individual contractors are responsible for determining their tax liabilities and for the payment of any taxes and/or duties, in accordance with local or other applicable laws.
The selected candidate is solely responsible to ensure that the visa (applicable) and health insurance required to perform the duties of the contract are valid for the entire period of the contract. Selected candidates are subject to confirmation of fully-vaccinated status against SARS-CoV-2 (Covid-19) with a World Health Organization (WHO)-endorsed vaccine, which must be met prior to taking up the assignment. It does not apply to consultants who will work remotely and are not expected to work on or visit UNICEF premises, programme delivery locations or directly interact with communities UNICEF works with, nor to travel to perform functions for UNICEF for the duration of their consultancy contracts.
