To ensure the new CR Strategy is evidence based and builds on lessons learned from the previous CR Strategy, UNICEF is supporting the Office of Good Governance (OGG) to conduct an assessment of the CR Strategy (2019-2023) outlining progress achieved, identifying challenges, and providing forward-looking recommendations to inform the development of a new child rights strategy. Moreover, UNICEF is supporting the OGG to develop the new CR strategy.

How can you make a difference? 

The consultant will lead the assessment of the CR Strategy 2019–2023 and guide the drafting of a new Child Rights Strategy in coordination with the Office of Good Governance (OGG) and the Child Rights Council. This work will be conducted in close collaboration with a working group established to support the drafting process, ensuring inclusive participation from key stakeholders.
The main responsibilities of this consultancy include:
  • Developing the Methodology and Timeline: Design a methodology and timeline to assess the CR Strategy 2019–2023. Outline processes for gathering relevant data, facilitating consultations, and drafting the new strategy.
  • Conducting the CR Strategy (2019-2023) Assessment: Collect data on the implementation of the CR Strategy 2019–2023, identifying key challenges and opportunities to inform the new strategy. Ensure the review addresses the alignment of the CR Strategy with national policies, the EU Child Guarantee, and the Sustainable Development Goals.
  • Development of the Child Rights Strategy: support the Office of Good Governance on the development of the CR Strategy, including a monitoring and evaluation framework. The new strategy should be developed based on the lessons learned and recommendations from the assessment and guided by inclusive, multi-stakeholder inputs, aligning with national policies and international commitments for children’s rights and well-being
Key Activities and Deliverables:
  • Assessment Report: Develop a comprehensive report on the CR Strategy 2019–2023, providing an overview of progress implementation, highlighting challenges, and offering recommendations for the new strategy.
  • Desk Review: Conduct a desk review of government documents related to child and adolescent policies, gathering insights from relevant ministries, public authorities, and local governance. Identify and analyse successful regional child rights strategies for potential adaptation.
  • Data collection: Conduct interviews with child rights stakeholders at central and local levels to gather insights and perspectives.
  • Methodological Design: Draft the approach and timeline for the new CR strategy development process, including consultation and engagement activities.
  • Consultations and Workshops Facilitation: Design and facilitate exercises to engage stakeholders, including children and adolescents, in providing input for the strategy. Lead discussions and workshops with the working group, ensuring collaboration and progress toward finalizing the Child Rights Strategy 2026–2030.
  • Development of the CR strategy: Compile the chapters of the new Child Rights Strategy
  • The consultancy will be supervised by the Child Rights Monitoring Specialist (UNICEF) in close coordination with the Child Rights Official (OGG).

Work Assignments Overview: Information gathering and data analyses, such as desk review of the relevant documents and interviews with relevant government officials to assess the implementation of strategy and inform the development of the new strategy

Work Assignments Overview: Develop an assessment report on the implementation of the strategy, that specifies the achievements, challenges, lessons learned, and recommendations
Deliverables/Outputs: The assessment report is drafted and discussed with OGG and finalized.
Delivery Deadline: 10 Feb 2025
Days:7 days

Work Assignments Overview: Consultation and meetings with the working group, relevant partners, and central and local level and children and adolescents for the development of the new CR strategy Support the OGG in the development of the CR strategy (2026-2030)
Deliverables/Outputs: Draft and present the strategy by the OGG.

  • Advanced academic degree in social science or relevant fields.
  • Extensive knowledge and expertise in the field of human rights-based approach and/or child rights.
  • Proven knowledge and expertise in developing strategies and policies in the Kosovo context.
  • Working experience with governments, UN and international agencies.
  • Excellent interpersonal relations and consulting skills.
  • Ability to work in a multi-disciplinary team and establish harmonious and effective working relationships.
  • Demonstrated ability to work under tight timelines.
  • Fluent in Albanian and other local languages

Their conditions of service will be governed by their contract and the General Conditions of Contracts for the Services of Consultants and Individual Contractors. Consultants and individual contractors are responsible for determining their tax liabilities and for the payment of any taxes and/or duties, in accordance with local or other applicable laws. 

The selected candidate is solely responsible to ensure that the visa (applicable) and health insurance required to perform the duties of the contract are valid for the entire period of the contract.
