UNICEF LACRO is seeking a consultant to provide additional support to the current regional team in charge of the elaboration of European Civil Protection and Humanitarian Aid Operations (ECHO) multi-country proposals for the next-coming ECHO Humanitarian Implementation Plan (HIP) 2025 appeal. The assignment will be carried out in close coordination with the LACRO’s Emergency, Programme sections and Public Partnership Units, resulting in the elaboration of the first draft of a project proposal to be presented to ECHO.

UNICEF LAC Regional Office (LACRO) provides direct and remote support to country offices (COs) to address the increasing number of complex crises affecting children. This support includes technical assistance, quality assurance and oversight to ensure timely and effective humanitarian response in pursuit of the Core Commitments for Children in Humanitarian Action (CCCs), including cross-cutting programming (i.e., on gender, early childhood development, adolescents and disabilities) in all countries where a humanitarian situation is
revealed.
How can you make a difference?
The consultant will work in collaboration with the Emergency, Programme sections and Public Partnership Units in LACRO, being part of the team that will support the selected UNICEF country offices to timely capture, consolidate, elaborate and upload key information for opportune presentation of a project proposal to ECHO HIP 2025 appeal, through the e-Single Form template (eSF). The consultant will be responsible for the elaboration of the first draft of the project proposal (see detailed tasks and deliverables in the Work assignment below) that will be uploaded on ‘APPELS’ platform.

Individuals engaged under a consultancy or individual contract will not be considered “staff members” under the Staff Regulations and Rules of the United Nations and UNICEF’s policies and procedures, and will not be entitled to benefits provided therein (such as leave entitlements and medical insurance coverage). Their conditions of service will be governed by their contract and the General Conditions of Contracts for the Services of Consultants and Individual Contractors. Consultants and individual contractors are responsible for determining their tax liabilities and for the payment of any taxes and/or duties, in accordance with local or other applicable laws.
The selected candidate is solely responsible to ensure that the visa (applicable) and health insurance required to perform the duties of the contract are valid for the entire period of the contract.
