TERMS OF REFERENCE
Le programme PACTE VERT vise à renforcer la résilience, la sécurité alimentaire et nutritionnelle des populations vulnérables ainsi que des institutions locales, en réponse aux chocs socio-économiques et climatiques dans le Grand Sud de Madagascar. Cette initiative, portée par la Délégation de l’Union Européenne à Madagascar et la Direction Générale ECHO, s’inscrit dans le Programme Indicatif Pluriannuel (PIP) 2021–2027 de l’UE+69, contribuant à la réduction de la pauvreté, à la lutte contre les inégalités et à une croissance économique durable.
Le programme s’articule autour de deux volets complémentaires :
Le programme TALAKY BE, mis en oeuvre par l’AFD, intervient dans la « zone verte » couvrant les principales aires protégées de la région Anosy.
Le programme RESILIENCE, prévu sur cinq ans, cible la « zone fragile » régulièrement affectée par des sécheresses, mais présentant un fort potentiel de production agricole dans les régions Androy. Sa mise en oeuvre est assurée par les agences des Nations Unies (PNUD, FAO, PAM, UNICEF) au niveau méso, et par un consortium d’ONG au niveau micro. Dans le cadre de la mise en oeuvre de la composante résilience nutritionnelle, l’UNICEF déploiera une assistance technique au sein des Offices Régionaux de la Nutrition (ORN) d’Androy. Cette assistance vise à renforcer les capacités institutionnelles pour une meilleure coordination des interventions nutritionnelles, en particulier en faveur des femmes et des enfants.
Cette initiative contribue au Résultat 1 du programme, qui vise à développer un secteur agro-pastoral diversifié et résilient face au changement climatique, en améliorant la productivité alimentaire, la diversification des revenus et l’accès à des régimes alimentaires riches en nutriments. Elle répond plus spécifiquement au Produit 1.2, qui promeut les moyens et services permettant aux ménages de renforcer leurs moyens d’existence et de prévenir la sous-nutrition chez les femmes en âge de procréer et les enfants de moins de cinq ans.
L’assistance technique apportée par l’UNICEF contribuera à :
Pour appuyer cette dynamique, l’UNICEF travaillera en étroite collaboration avec ses partenaires nationaux et régionaux, notamment l’Office National de la Nutrition (ONN), le ministère de l’Agriculture et de l’Élevage, et le ministère de l’Eau, de l’Hygiène et de l’Assainissement ainsi que les Agences des Nations Unies notamment le PAM, la FAO et le PNUD. C’est dans ce cadre que l’ONN et l’UNICEF mettront en place une assistance technique en Nutrition au sein des ORNs d’Androy dans le cadre du programme PACTE VERT.
