Stichting BRAC International Inc otherwise known as BRAC Philippines, is an
international non-government organization that envisions a world free from all forms of
exploitation and discrimination and inspires everyone to have the opportunity to realise
their potential.
BRAC has launched its operation in the Philippines, particularly, in the then
Autonomous Region in Muslim Mindanao (ARMM) now BARMM in 2012, to implement
the alternative delivery model project, a component of the Australian
government-funded Basic Education Assistance in Muslim Mindanao program
(BEAM-ARMM).
BRAC Philippines also engaged in other humanitarian service relationships with some
other organizations, locally and internationally. This is to have a wider reach of
assistance and to deliver quality services, not only for education, but also in Early
Childhood development, emergency response, youth empowerment and Ultra-Poor
Graduation Initiative
BRAC Philippines is seeking the services of a qualified and duly licensed Professional
Contractor to design, develop, and install a water system for the Drought Response
Project in Maguindanao del Sur. The water system aims to provide a reliable and
sustainable source of water to the designated project areas.
The scope of services in this consultancy shall comprise:
Pre Planning
● Conduct a site survey or a detailed assessment of the project sites to determine
the most suitable location in Maguindanao for the installation.
● Evaluate the existing water sources and infrastructure
● Develop a detailed plan with an estimated bill of materials and timeline.
● Obtain the necessary permits and approvals from relevant authorities, including
but not limited to the occupation permit.
● Ensure the design meets local standards for water quality and safety.
● Include provisions for future expansion and sustainability.
Permitting and Compliance
● Obtain all necessary permits and approvals from relevant authorities.
● Ensure compliance with local regulations and standards.
Construction and Installation
● Mobilize resources and commence construction as per the approved design.
● Install the water source (e.g., boreholes, wells, or other appropriate sources).
● Construct storage facilities (e.g., tanks or reservoirs) and distribution pipelines.
● Install water treatment facilities if necessary.
Testing and Commissioning
● Test the entire system for functionality, efficiency, and safety.
● Provide training to local operators and stakeholders on the operation and
maintenance of the system.
Deliverables (The contractor is expected to deliver the following:)
● Detailed assessment report and site plan.
● Design and technical drawings of the water system.
● Construction schedule and progress reports.
● Completed and operational water system.
● Final report, including as-built drawings and a maintenance manual.
Timeline and completion
● The project is expected to be completed within 31 October from the date of
contract signing. The contractor will submit a detailed work plan with specific
milestones and deadlines.
Qualifications of the Contractor
● Valid license and registration to operate as a construction firm.
● Proven experience in designing and installing water systems, particularly in
similar geographical and environmental contexts.
● A team of qualified professionals, including engineers and technicians.
● Strong understanding of local regulations and standards for water systems.
Reporting and Communication
The contractor will report directly to the Response Coordinator at BRAC Philippines.
Regular progress updates, including site visits and meetings, will be scheduled to
ensure the project stays on track.
Mode of Payment of contractor
BRAC shall pay the contractor/firm, as full consideration for the specific service
performed by the contractor under this Terms of Reference or scope of work.
Payments will be made in instalments based upon key outputs, i.e. upon delivery of
the services specified in the TOR. BRAC shall pay the consultancy fees, upon
certification that the services have been satisfactorily performed. BRAC may or may
