Stichting BRAC International Inc otherwise known as BRAC Philippines, is an
international non-government organization that envisions a world free from all forms of
exploitation and discrimination and inspires everyone to have the opportunity to realise
their potential.

BRAC has launched its operation in the Philippines, particularly, in the then
Autonomous Region in Muslim Mindanao (ARMM) now BARMM in 2012, to implement
the alternative delivery model project, a component of the Australian
government-funded Basic Education Assistance in Muslim Mindanao program
(BEAM-ARMM).

BRAC Philippines also engaged in other humanitarian service relationships with some
other organizations, locally and internationally. This is to have a wider reach of
assistance and to deliver quality services, not only for education, but also in Early
Childhood development, emergency response, youth empowerment and Ultra-Poor
Graduation Initiative

BRAC Philippines is seeking a qualified and duly licensed contractor to carry out the
repair of an existing water system in the project areas of the Drought Response Project
in Maguindanao del Sur.

The purpose of the repair is to restore the system’s
functionality and ensure a continuous and reliable water supply for the community.

The objective of this Terms of Reference is to outline the scope of work, deliverables,
timeline, and responsibilities of the contractor in the repair and rehabilitation of the
water system in Brgy. Kauran, Ampatuan, Maguindanao del Sur.

The scope of services in this consultancy shall comprise:
Pre Planning
● Conduct a detailed inspection of the existing water system, including the water
source, storage facilities, pipelines, and distribution points.
● Identify all areas of damage or malfunction and assess the overall condition of
the system.
● Prepare a comprehensive assessment report, including recommendations for
necessary repairs.
● Develop a detailed plan with an estimated bill of materials and timeline.
● Obtain the necessary permits and approvals from relevant authorities, including
but not limited to the occupation permit.

Permitting and Compliance
● Obtain all necessary permits and approvals from relevant authorities.
● Ensure compliance with local regulations and standards.
Repair and Rehabilitation
● Repair or replace damaged components of the water system, including pipes,
valves, pumps, and storage tanks.
● Ensure that all repairs meet local standards for water quality and safety.
● Reinforce the system to prevent future damage, especially in areas prone to
environmental stress or wear and tear.
Testing and Commissioning
● Conduct thorough testing of the repaired system to ensure proper functionality.
● Verify that water quality meets the required standards.
● Ensure that the system operates efficiently and reliably.
Deliverables (The contractor is expected to deliver the following:)
● Site inspection and assessment report.
● Detailed repair plan, including a list of materials and estimated costs.
● Progress reports during the repair process.
● Fully repaired and operational water system.
● Final report with recommendations for ongoing maintenance.
Timeline and completion
● The project is expected to be completed within 31 October from the date of
contract signing. The contractor will submit a detailed work plan with specific
milestones and deadlines.
Qualifications of the Contractor
● Valid license and registration to operate as a construction firm.
● Proven experience in repairing and rehabilitating water systems, particularly in
similar geographical and environmental contexts.
● A team of qualified professionals, including engineers and technicians.
● Strong understanding of local regulations and standards for water systems.
Reporting and Communication
The contractor will report directly to the Response Coordinator at BRAC Philippines
with close coordination to BRAC Philippines management. Regular progress updates,
including site visits and meetings, will be scheduled to ensure the project stays on
track.

Mode of Payment of contractor
BRAC shall pay the contractor/firm, as full consideration for the specific service
performed by the contractor under this Terms of Reference or scope of work.
Payments will be made in instalments based upon key outputs, i.e. upon delivery of
the services specified in the TOR. BRAC shall pay the consultancy fees, upon
certification that the services have been satisfactorily performed. BRAC may or may
not avail of any services from the list above, if it wishes to. And, depending on the
