The purpose of this role is to provide comprehensive oversight, coordination and management of all security operations within the Joint Security Operations Center (JSOC). The Liaison Officer is responsible for monitoring and reporting security threats, while facilitating effective communication between the client and all relevant internal and external stakeholders. This position ensures timely incident detection, information sharing, and a coordinated, unified response to safeguard client assets and ongoing operations.

Requirements
Tasks and Responsibilities

Operational Management

Act as the link between the Joint Security Operations Centre (JSOC) and the Security Operations Centre (SOC)
Manage and oversee all aspects of the Joint Security Operations Center (JSOC) in collaboration with other stakeholders, ensuring effective day-to-day operations and a fully coordinated response to any incidents.
Oversee daily operations across multiple sites inside and outside of the DUAT, providing leadership and support to stakeholders within the JSOC and the client organisation.
Develop, maintain, and update JSOC Standard Operating Procedures (SOPs), conducting monthly reviews to ensure accuracy, compliance, and operational relevance.
Establish and manage routines, systems, and personnel structures to ensure the efficient and effective management of JSOC staff and operations.
Maintain strong relationships with other organisations within the DUAT to ensure clear, timely, and transparent communication across all projects.
Establish and maintain strong, productive relationships with all Security Managers and JSOC personnel to ensure effective coordination and responsive support to the client.
Maintain clear and consistent communication with the Control Risks’ Security Operations Centres and Operations Managers to ensure alignment across all operational activities.
Ensure all Control Risks operational staff are informed of and comply with Health, Safety, and Environmental (HSE) policies and procedures.
Develop, test, and maintain contingency and emergency response plans to ensure operational readiness and resilience.
Conduct ongoing risk assessments of operational areas, transit routes, and security environments to identify threats and recommend mitigation measures.
Implement rigorous quality assurance and quality control processes to ensure the performance of deployed personnel meets client expectations and organisational standards.
Identify and escalate operational risks while ensuring compliance with all Control Risks policies, procedures, and reporting requirements.
Update, manage, and quality-check the MATs, Training, and HSE databases to ensure accurate and current records.
Deliver consultancy tasks and project support as directed by the Operations Director.
Assist the Operations Director in all operational matters, providing informed recommendations and supporting strategic decision-making.
Lead continuous improvement initiatives to enhance JSOC efficiency, threat detection, and incident response processes.
Coordinate joint training exercises and simulations with key role players to strengthen inter-agency cooperation and operational readiness.
Produce timely operational reports, threat summaries, and incident analyses for internal leadership and client stakeholders.
Monitor technology platforms, security systems, and communication tools to ensure optimal functionality and identify areas for enhancement.
Mentor and develop JSOC personnel, promoting professional growth, performance improvement, and succession planning.
Ensure sensitive information is handled in accordance with data protection, confidentiality, and security protocols.
Personnel Management

Ensure all personnel understand and adhere to Control Risks Standard Operating Procedures (SOPs)
Ensure appropriate behaviour, professional conduct and discipline are maintained, alongside strict adherence to Control Risks’ ethical standards.
Responsible for the management of all watchkeeper staff, including scheduling, performance monitoring, training and ensuring compliance with operational procedures.

Business Development

Work with the Operations Director to maintain and strengthen client relationships, with a focus on expanding existing and new contracts while ensuring compliance with industry regulations, Control Risks’ policies and contractual obligations.
Administration and Finance

To assist the HR and Compliance Manager in ensuring appropriate allocation and management of human resources,in alignment with Mozambican Labour Law and company policy.
Ensure all requests from clients and potential clients are handled promptly, professionally and effectively.
Ensure time sheets accurately reflect daily manpower.
Collect, collate and submit accurate and timely regional manning requests to HR.
Flexibility

Flexibility to work irregular hours.
Willingness and flexibility to work in other locations in Mozambique as directed by the Operations Director.
Knowledge & Experience

Essential

Proven experience in a similar role.
Extensive experience in operational risk management, backed by strong references from senior colleagues.
Proven experience in managing high tempo operational environments.
In depth knowledge of Control Risks’ SOPs, Policies and operational routines.
Extensive experience in physical security and personnel protection.
Experience in training management.
Exceptional ability to communicate clearly and effectively.
Excellent written and verbal English communication skills.
Excellent written and verbal Portuguese communication skills
Extensive knowledge of Microsoft Office IT applications.
Previous experience of working within the Oil & Gas industry.
Preferred

Previous experience of working with oil & Gas or renewable energy companies.
Security and Risk Management qualifications.
Experience of operating within Mozambique or similar countries.
Training in recruitment, leadership and performance management.
2 years’ experience as a Team Leader.
Qualifications & Skills

Essential

Previous experience operating in a hostile environment.
Previous commercial security experience.
SIA / PSIRA or equivalent qualified.
Portuguese and English Speaking
Preferred

Broad understanding of health, safety and environmental (HSE) issues.
Ex Army SNCO or officer or equivalent industry experience.
