The role is responsible for the development and management of strategic partnerships across private sector, donors, National Societies, and academic institutions to advance IFRC’s supply chain goals. 

The incumbent will secure funding, pro bono services, and resources to advance supply chain services, drive innovation, and accelerate the ONE RED supply chain mandate. This role will enhance alignment with RCRC partners and coordinate resource 

mobilization to ensure effective pooling and deployment of support during crises.

Job Duties and Responsibilities:

Private sector, foundation, pro bono:

  • Build and strengthen partnerships with private sector actors, including logistics companies, technology providers, and supply chain service providers.
  • Develop frameworks for securing and managing pro bono services, ensuring they are effectively integrated into IFRC operations.
  • Identify opportunities for private sector engagement to improve emergency response and supply chain resilience.
  • Coordinate private sector or pro-bono partnership in emergencies with RLUs.
  • Identify supply chain innovations to be developed with the private sector.
  • Develop new ways of working with private sector for humanitarian response leveraging their expertise and resources (i.e. Amazon disaster relief).

National Societies, RC/RC Reference Centres and Hubs:

  • Support and enhance the Supply Chain engagement from National Societies, providing technical support and advocating for resource mobilization in ONE RED supply chain
  • Convince Partner National Societies (PNS) to align their supply chain activities, resources, and projects under the ONE RED supply chain initiative to achieve greater coordination, efficiency, and impact.
  • Facilitate the exchange of lessons learned, better practices, and success stories among National Societies and partners.
  • Identify products and services most used in NSs and leverage economy of scale opportunities.
  • Leverage the ERU+ vision with PNS and the evolution of the mechanism.

Emergency Resources Coordination:

  • Act as the focal point for RCRC network coordinating partner-provided resources during emergencies.
  • Develop systems to efficiently pool and deploy resources from private sector and donor partners during crises.
  • Coordinate needs and request from RLUs and NS in emergencies for external support or IFRC cross support.
  • Leverage existing mechanism to pool supply chain opportunities in emergency.
  • Leverage the Supply Chain Preparedness and Respond Knowledge (SPARK) activities for the coordinated response.
  • Manage relationship with the UN cluster or inter organisation coordination mechanism.

Donors: 

  • Identify and pursue new funding opportunities aligned with IFRC’s strategic goals for supply chain management.
  • Develop new and strengthen existing partnerships with government donors.
  • In coordination with SPRM, establish new donor partnerships with a variety of partners including government agencies, emerging governments, philanthropic arms, private corporations, research and academic Institutes.
  • Engage donors to secure investments in innovative supply chain solutions, focusing on sustainability and impact.
  • Lead the development, submission, and coordination of grant proposals for supply chain initiatives in collaboration with the Strategic Partnerships and Resource Mobilization (SPRM) Department.
  • Oversee grant implementation, ensuring compliance with donor requirements, and produce timely and accurate reports.
  • Implement robust grant monitoring frameworks to track impact and outcomes, ensuring transparent, timely reporting to donors and key stakeholders
  • Identify innovation opportunities within our supply chain and collaborate with Supply Chain colleagues to implement the change i.e. sustainable standardized stock products.

Job Duties and Responsibilities continued:

Academia:

  • Forge strategic partnerships with academic institutions to drive research, innovation, and capacity building in humanitarian supply chain management. Collaborate on initiatives to address challenges, document lessons learned, and develop new operational models, case studies, and guidance documents.
  • Co-create and pilot innovative approaches by integrating academic research with practical field applications, fostering thought leadership and impactful solutions.

Communication plan:

  • Support in the development and implementation of a comprehensive communication plan to promote the Supply Chain Department’s strategic priorities, partnerships, and achievements. Lead the communication and visual representation of the Supply Chain Department’s strategy, creating and implementing a comprehensive communication plan.
  • Develop compelling visual and multimedia content, such as infographics, dashboards, and videos, to effectively communicate the department’s goals and innovations to diverse audiences, including donors and partners.

Education Required:

  • Bachelor’s degree in supply chain management, Business Administration, International Relations, Public Administration, or a related field.

Preferred:

  • A specialization or certification in Humanitarian Logistics (e.g., Certification in Humanitarian Logistics – CHL, or similar) Additional qualifications in Fundraising, Donor Relations, or Strategic Partnerships are advantageous.

Experience Required:

  • 5 to 7 years of experience working in supply chain management, with a strong focus on resource mobilization and partnership development.
  • Proven experience in identifying and securing funding opportunities from government donors, private sector actors, foundations, and emerging partners.
  • Proven experience in building and maintaining high-impact partnerships across government agencies, private sector entities, academia, and National Societies.
  • Experience in engaging with private sector actors such as logistics companies, technology providers, and foundations to strengthen operational capabilities.
  • Experience in sales and relationship-building experience, with the ability to pitch, promote, and secure engagement for IFRC supply chain services.

Preferred:

  • Expertise in grant development, from proposal writing to and successful implementation, compliance, and reporting.
  • Experience in emergency resource mobilization, including coordinating external resources and deploying support effectively.
  • Experience working within the RC/RC Movement (National Society, Federation, or ICRC).
  • Expertise in developing and executing communication plans to highlight supply chain priorities, achievements, and partnerships.

Knowledge, Skills and Languages:

Required:

  • Strong understanding of supply chain resilience strategies and their application in emergency response.
  • Demonstrated skills in grant monitoring, grant proposal writing, impact assessment, and transparent reporting.
  • Strong knowledge of donor relationship management frameworks to build and maintain partnerships. Strong interpersonal skills to engage stakeholders at all levels, from donors to National Societies.
  • Strong negotiation, communication, and deal-closing skills, with the ability to influence and secure commitments.
  • Ability to engage and mobilize private sector actors securing resources, pro bono services, and strengthening supply chain resilience.
  • Proactive in identifying opportunities, fostering innovation, and implementing solutions that enhance supply chain impact.
  • Excellent verbal and written communication skills, with the ability to deliver compelling presentations and advocacy messages.
  • Ability to work effectively with cross-functional teams, external partners, including in remote setting.
  • Demonstrated ability to advocate for humanitarian supply chain priorities on global platforms.
  • Proven good judgment and ability to work with complete integrity and confidentiality.
  • High degree of discretion, tact and sensitivity in dealing with internal and external clients and stakeholders at all levels.
  • Ability to work within a multi-cultural, multilingual, multidisciplinary environment.

Languages Required:

  • Fluent spoken and written English

Preferred:

  • Good command of another IFRC official language French, Spanish or Arabic.
