Purpose of Activity/Assignment:
The objective of this assignment is for expert technical support for countries in West and Central Africa in the reinforcement and/or development of a government and inter-agency owned child protection case management system and as part of strengthening resilient child protection systems across all contexts including climate change, public health emergency and conflict. The main focus will be on the support to governments and inter-agency partners in countries where the child protection information management system (CPIMS+/Primero) is in place. To facilitate cross-border child protection case management (noting the significant number of children in Africa ‘on the move’ for a variety of reasons), the expert will also provide technical support for review and harmonisiation of child protection case management tools that align with international guidelines and good practices. The technical expert will also lead analysis and dissemination of case management data including trends and aligned with existing data protection standards. In order to systematically collect and analyse case management data across contexts, the consultant will support countries in strengthening the disaggregation of data (including age, sex, type of protection issue and context) and aligned with global standards. As case management is undertaken by a social service workforce (SSW), human centered design principles will be employed for their engagement and to help ensure SSW ownership and take-up at national, subnational and cross-border levels.

Working closely with the regional Child Protection section and with the support of Planning, Monitoring, Data and Research (PMDR), and under the direct supervision of the WCARO Child Protection Specialist (VAC and Exploitation) and other relevant staff including the Child Protection Advisor, the Monitoring Specialist, the Child Protection colleagues working on case Management and CPIMS+/Primero in the Child Protection team in Headquarters, other Child Protection Specialists working on issues concerning child protection case management, relevant ICT4D colleagues, the Regional Child Protection Case management and Information Management Specialist/Consultant will be responsible for the following:

Provide training to UNICEF CO colleagues and other governmental child protection actors in child protection information management and case management for countries in the region. This training is based on existing tools, guidelines and procedures.
In collaboration with concerned Government and Country Office Staff, technical support for development of policies, Standard Operating Procedures (SOPs) related to child protection case management and information management systems. This is linked to data protection and case management guidelines and standards. A cross-regional exchange with ESARO (which is also rolling out the CPIMS+/Primero) will be organized to share governmental experiences and also linked to cross-border interactions
