Title: Program Manager, Operations, Indigenous Programs

Indigenous programs operations work collaboratively alongside Indigenous leadership, communities, and organizations to build and maintain relationships, and to offer services, training, and workshops that promote well-being and risk reduction through community ownership. The Indigenous Programs Operations team acts as a liaison between the community and the CRC, connecting communities with CRC service lines to deliver culturally safe, community-led programs that strengthen risk reduction and build resilience.

The Program Manager, Operations, Indigenous Programs is responsible for the planning, execution, and oversight of programs and services, ensuring they align with organizational objectives and community needs. This role collaborates with internal teams and external stakeholders to deliver effective, culturally responsive, and evidence-based initiatives. Key responsibilities include managing budgets, monitoring program performance, and implementing process improvements. The Program Manager also ensures compliance with policies and standards while fostering partnerships to enhance program impact and sustainability.

In this role, you will:

  • Build and maintain relationships with community organizations/structures, partners, and members to foster culturally safe engagement reflecting commitments against the CRC Indigenous Peoples Framework.
  • Assist in the design, planning, and execution of programs in collaboration with teams and stakeholders.
    Ensure program activities are culturally appropriate, aligned with best practices, and responsive to community needs.
    Support program teams with resources, tools, and technical guidance to enhance service delivery.
  • Coordinate and support the planning and execution of program strategy and service delivery activities that reflects cultural inclusion and safety.
  • Facilitate stakeholder involvement in program planning, implementation, and evaluation.
  • Assist in preparing reports for internal and external stakeholders, highlighting progress, challenges, and best practices.
  • Conduct quality monitoring and gather feedback from participants to improve service delivery.
  • Support the review and enhancement of program tools to improve efficiency and impact.
  • Make recommendations to improve program procedures, processes, or guidelines, and support the development of new program opportunities or proposals.

What we are looking for:

  • Qualifications include a minimum of 4-7 years experience and a 3-year college diploma or university degree in emergency management, social work, social sciences, psychology, health, or a related field and/or an equivalent combination of education and experience. May require technical certifications or professional designations.
  • Lived and/or has professional experience with First Nations, Inuit and/or Métis Nations or communities.
  • Demonstrated experience working directly with Indigenous communities, organizations, or governments in a culturally safe, respectful, and reciprocal manner.
  • Experience working with diverse stakeholders, including government agencies, community organizations, and funding partners.
  • Familiarity with program monitoring, evaluation, and reporting frameworks.
  • Understanding of program development, implementation, and best practices in community-based services.
  • Proficiency in Microsoft Office applications (Word, Outlook, Excel, PowerPoint) and SharePoint.
  • Ability to identify, investigate and analyze problems, identify root causes and risks, and apply technical, functional and organizational knowledge to develop solutions.
  • Communication skills, diplomacy and empathy to interpret information and deliver advice, clarify client or stakeholder needs, offer solutions, and resolve escalations in new or somewhat sensitive situations.
  • The ideal candidate has lived and/or has professional experience with First Nations, Inuit and/or Métis Nations or communities.
  • Active in broader Indigenous networks and has an enduring commitment to sharing and advancing knowledge derived through Indigenous knowledge systems including balancing Western and Indigenous world views.
  • The official languages recognized within the Canadian Red Cross are English and French however demonstrated skills and ability to communicate in an or multiple Indigenous language(s) or ability to communicate and adapt within Indigenous protocol is highly desirable.
