Summary

The primary purpose of this position is to serve as a Criminal Justice Information Program Manager in the Criminal Justice Information Branch, under the Criminal Investigations Division in the Strategic Programs and Requirements Directorate at a Field Operating Agency (FOA) with responsibility for managing criminal justice information.

This is a developmental position with known promotion potential to GS-13

GS-12

  1. Processes criminal justice information within various relevant Department of Justice (DOJ) and Department of Defense (DOD) indices. Works with a complex task management system responsible for required indexing actions to all field law enforcement organizations.
  2. Analyzes, organizes, coordinates, validates and indexes information from criminal investigative, law enforcement and other relevant Air Force reports to the appropriate indices.
  3. Oversees the processing and indexing activities of all Criminal Indexing and Investigative Technicians (CIITs) and field agents and reporting requirement of external stakeholders.
  4. Establishes, develops, and maintains effective working relationships with counterparts and representatives of other Services, DOD, and local, state, federal and foreign agencies.

  1. Serves as the Air Force’s subject matter expert on processing criminal justice information within various relevant DOJ and DOD indices. Manages a complex task management system responsible for required indexing actions to all field law enforcement organizations.
  2. Analyzes, organizes, coordinates, validates and indexes information from criminal investigative, law enforcement and other relevant Air Force reports to the appropriate indices.
  3. Provides Criminal Justice Information program management for designated area of responsibility. Oversees the processing and indexing activities of all CIITs and field agents and reporting requirement of external stakeholders within, a minimum of, two designated Major Commands (MAJCOMs).
  4. Establishes, develops, and maintains effective working relationships with counterparts and representatives of other Services, DOD, and local, state, federal and foreign agencies.

  • Position is critical sensitive. A TOP SECRET security clearance with a Single Scope Background Investigation (SSBI) and other related suitability factors are required to occupy this position.

  • (cont’d) The incumbent is required to drive a motor vehicle with an appropriate driver’s license.
  • Overtime may be required as workload demands and in some cases with no-notice due to urgency of time sensitive matters.
  • This position requires a high degree of discretion in relation to sensitive information of which the incumbent is aware.
  • The incumbent is expected to adhere to the standards of professional conduct for AFOSI personnel as outlined in the applicable The Air Force Office of Special Investigations (AFOSI) directives.
  • This position has been designated by the Air Force as a Testing Designated Position (TDP) under the Air Force Civilian Testing Program. Illegal drug use by (cont’d)
  • (cont’d) employees in sensitive positions presents a clear threat to the mission of the Air Force, national security, and public safety.
  • The incumbent must undergo an internal background investigation by AFOSI and must be approved for duty by the Commander of ADOSI or the COMMANDER’s designated representative.
  • This is a developmental position; this position may be filled at the GS-12 Target GS-13 or this position may be filled at the Fully Qualified GS-13 level based on the qualification (cont’d)
  • of the candidate. The individual selected for the GS-12-Target-GS-13 position may be promoted to the target level without further competition upon meeting any legal and regulatory requirements.

Qualifications

In order to qualify, you must meet the experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule, Administrative and Management Positions for General Inspection Investigation Enforcement and Compliance Series, 1801.

GS-12

SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-11, or equivalent in other pay systems. Examples of specialized experience includes Knowledge of a wide range of complex investigative policies, principles, concepts, and practices; criminal and case law precedents; pertinent statutes and regulations such as the Code of Federal Regulations (CFRs) and Uniform Code of Military Justice (UCMJ); administrative and legal procedures; and requirements of various legal jurisdictions. Knowledge of a broad range of advanced investigative techniques, research methods, and analyses to conduct investigations where significant difficulties are encountered; select, adapt, and apply investigative techniques; overcome obstacles in gathering and interpreting evidence; and prescribe or recommend corrective action. Knowledge of rules of evidence, criminal procedures, and court decisions concerning admissibility of evidence, constitutional rights, search and seizure, apprehension, and detention of suspects and related criminal investigative and law enforcement matters. Knowledge of case adjudication, post-trial administrative process and appeal process.

GS-13

SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-12, or equivalent in other pay systems. Examples of specialized experience Mastery of the advanced concepts, principles, methods, techniques, and legal processes and approaches of criminal investigative functions to provide expert technical advice, guidance, and recommendations to senior DoD and AF management, other senior agents, and officers in the development of agencywide policies and procedures, and strategies. Expert knowledge of criminal investigation and law enforcement techniques and the relevant legal framework to interpret the laws and/or regulations in areas where accepted methods and principles are questioned or challenged and make recommendations which change the interpretation of laws. Expert knowledge of rules of evidence, criminal procedures, and court decisions concerning admissibility of evidence, constitutional rights, search and seizure, apprehension, and detention of suspects and related criminal investigative and law enforcement matters. Detailed knowledge of case adjudication, post-trial administrative process and appeal process.

FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-11 level is required to meet the time-in-grade requirements for the GS-12 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements.

KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:

  1. Knowledge, at a mastery level, of the laws, regulations, advanced principles and concepts, techniques, and legal processes and approaches related to investigative, enforcement work. Knowledge of the rules of evidence, criminal procedures, and court decisions concerning admissibility of evidence, constitutional rights, search and seizure, apprehension, and related criminal investigative and law enforcement matters.
  2. Knowledge of, and skill in applying, a wide range of complex law enforcement and security disciplines, concepts, principles, practices, and requirements applicable to criminal justice information reporting and indexing requirements.
  3. Knowledge of relationships between and among Federal, state, and local law enforcement agencies and their functions and jurisdictions.
  4. Skill in assessing program needs to accomplish goals and objectives, evaluate program status, and recommend or implement solutions for improvement.
  5. Skill in communicating orally and in writing.
  6. Ability to deal effectively with others to gain their confidence and cooperation.

PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.

VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
