BACKGROUND
Purpose of Activity/ Assignment:
The purpose of this consultancy is to provide support to the Child Protection Programme Team in analyzing the 2023 performance of the Child Protection sector vis-à-vis the Strategic Plan (SP), 2022-2025.
Under the direct supervision of the Planning, Monitoring and Evaluation Manager in the Planning and Evidence Building Unit of the HQ Child Protection Programme Team, the consultant provides support on the monitoring of and reporting on global CP performance data; baseline, milestone, and target (BMT) setting; sectoral capacity building and analysis; and quality assurance of programme/project development and planning. Key deliverables include the review and consolidation of annual results from across UNICEF Country Offices; collation and analysis of programme results and expenditure data for 2024; provision of quantitative inputs (results and financial) to the 2024 Annual Results Report; and to ensure that the Child Protection team has updated visualizations and dashboards by developing and updating existing dashboards.
The consultant has a strong regular working relationship with all Child Protection Specialists in the Child Protection Programme Team, the Regional Child Protection Advisers and their colleagues working on child protection monitoring and evaluation, and Planning staff across Programme Group. Moreover, the consultant works closely with colleagues in the Division of Data, Analytics, Planning and Monitoring as required.

With the exception of the US Citizens, G4 Visa and Green Card holders, should the selected candidate and his/her household members reside in the United States under a different visa, the consultant and his/her household members are required to change their visa status to G4, and the consultant’s household members (spouse) will require an Employment Authorization Card (EAD) to be able to work, even if he/she was authorized to work under the visa held prior to switching to G4.

Individuals engaged under a consultancy will not be considered “staff members” under the Staff Regulations and Rules of the United Nations and UNICEF’s policies and procedures and will not be entitled to benefits provided therein (such as leave entitlements and medical insurance coverage). Their conditions of service will be governed by their contract and the General Conditions of Contracts for the Services of Consultants. Consultants are responsible for determining their tax liabilities and for the payment of any taxes and/or duties, in accordance with local or other applicable laws.
The selected candidate is solely responsible to ensure that the visa (applicable) and health insurance required to perform the duties of the contract are valid for the entire period of the contract. Selected candidates are subject to confirmation of fully-vaccinated status against SARS-CoV-2 (Covid-19) with a World Health Organization (WHO)-endorsed vaccine, which must be met prior to taking up the assignment. It does not apply to consultants who will work remotely and are not expected to work on or visit UNICEF premises, programme delivery locations or directly interact with communities UNICEF works with, nor to travel to perform functions for UNICEF for the duration of their consultancy contracts.
