BACKGROUND

Purpose of Activity/ Assignment:

The Maternal, Newborn, Child, and Adolescent Health (MNCAH) portfolio of the Health and HIV Unit, Data and Analytics Section of UNICEF New York Headquarters maintains and updates the global MNCAH database which is a key source for country- and regional-level MNCAH data. This database is used by a wide range of stakeholders for activities related to SDG monitoring, global, regional and country programme planning and policy advocacy. The MNCAH team is expanding the MNCAH database to align with emerging global health landscape and priorities to include administrative data, modelled data, and subnational data, and to improve timeliness and availability of the data which will necessitate strategic enhancements to the global database workflow. In addition to maintaining the global database, this consultancy will support maintenance and development of data products and data reporting processes such as SDG monitoring, Strategic Plan reporting, and other global reporting processes related to MNCAH. The consultancy will provide technical expertise needed to navigate this process successfully under the guidance and supervision of the Statistics and Monitoring Adviser (MNCAH). Another priority of the team is to support countries in strengthening health data analytics and data use in decision making through the Actionable Health Analytics for Decision-making (AHEAD) project which requires additional analytic capacity on the team. The consultancy will support build-out of the AHEAD analytics package and respond to custom analytics requests from the countries.

Scope of Work:

This TOR is to recruit qualified candidate given a substantive scope of work at both global level and country level measurement, database management and monitoring support. Under direct supervision of the Statistics and Monitoring Adviser (MNCAH), the consultant will actively contribute to the MNCAH portfolio, focusing on advancing the maintenance, expansion, and functionality of the global MNCAH database while providing data analytics and visualization support to priority countries through the AHEAD project

MAJOR TASKS TO BE ACCOMPLISHED

• Implement routine updates for the MNCAH global database, ensuring it reflects the latest information accurately.
• Expand the MNCAH global database and its indicator set to include emerging areas of interest and incorporate additional data sources, including modelled estimates and the data collected through the MNCAH Joint Reporting Form (JRF)
• Produce MNCAH data visualisation products, including the Adolescent Health Profiles, Children’s Environmental Health Profiles and MNCAH-related dashboards.
• Support curating and quality assuring the data provided for various reporting functions, including the Sustainable Development Goals (SDGs), State of the World’s Children (SOWC), and Strategic Plan (SP).
• Support country consultation processes, collecting essential information on administrative data and specific data needs.
• Provide the necessary code to successfully incorporate modelled estimates and administrative data to the MNCAH global database.
• Provide technical support in data analytics and data visualization to strengthen country health systems under the AHEAD project

Qualifications

Education: Advanced University degree in data science, computer science, demography, public health, social sciences, epidemiology, statistics, or related field.

• Two years of work experience at the national or international levels in statistical data processing, data analysis, and development/maintenance of statistical databases.
• Proven experience in analysing, compiling, and presenting data, with a focus on MNCAH related areas preferably.
• Demonstrated expertise working with R (preferred), python or STATA

Knowledge/Expertise/Skills required *:

• Two years of work experience at the national or international levels in statistical data processing, data analysis, and development/maintenance of statistical databases.
• Proven experience in analysing, compiling, and presenting data, with a focus on MNCAH related areas preferably. • Demonstrated expertise working with R (preferred), python or STATA.
• Experience with enterprise databases and ETL tools (e.g. Databricks)
• Experience with data visualization software (e.g. Tableau, Power BI) is an asset.
• Demonstrated knowledge of global health data systems.
• Excellent communication and interpersonal skills.
• Proven ability to work collaboratively in a multidisciplinary and multicultural environment.
• Proficient in English; knowledge of other UN languages (particularly French) is an asset

Requirements:

  • the costs per each deliverable and the total lump-sum for the whole assignment (in US$) to undertake the terms of reference.

• Any emergent / unforeseen duty travel and related expenses will be covered by UNICEF.
• At the time the contract is awarded, the selected candidate must have in place current health insurance coverage.
• Payment of professional fees will be based on submission of agreed satisfactory deliverables. UNICEF reserves the right to withhold payment in case the deliverables submitted are not up to the required standard or in case of delays in submitting the deliverables on the part of the consultant.

U.S. Visa information:

With the exception of the US Citizens, G4 Visa and Green Card holders, should the selected candidate and his/her household members reside in the United States under a different visa, the consultant and his/her household members are required to change their visa status to G4, and the consultant’s household members (spouse) will require an Employment Authorization Card (EAD) to be able to work, even if he/she was authorized to work under the visa held prior to switching to G4.

Consultants are responsible for determining their tax liabilities and for the payment of any taxes and/or duties, in accordance with local or other applicable laws.

The selected candidate is solely responsible to ensure that the visa (applicable) and health insurance required to perform the duties of the contract are valid for the entire period of the contract. Selected candidates are subject to confirmation of fully-vaccinated status against SARS-CoV-2 (Covid-19) with a World Health Organization (WHO)-endorsed vaccine, which must be met prior to taking up the assignment.
