Pay Schedule VI, Grade 29, Regular Schedule: 35 hours per week

A vacancy exists in the Department of Aging for a Management Analyst II.

Definition of Responsibility

The Baltimore County Department of Aging’s Fiscal Office utilizes a dedicated team of staff to manage the fiscal operations of the agency. This includes operating, capital and grant budgets along with procurement support and contract compliance.

Job Purpose

Under general supervision, performs advanced professional fiscal, administrative, and analytical duties.

Examples of Essential Duties

  • Formulates, executes, and controls large and comprehensive operating, capital and grant budgets. Analyzes expenses, revenues, and other budgetary data. Prepares, reviews, and analyzes budget requests, justifications, and related fiscal documents. Formulates budget proposals. Prepares and analyzes budget projections.
  • Oversees the procurement of goods, services, supplies and equipment. Provides advice and guidance to agency staff regarding purchasing activities. Reviews, monitors, and authorizes expenditures. Authorizes purchase requests, requisitions, direct payments, and procurement card purchases.
  • Leads, coordinates, and conducts administrative and management studies. Researches, analyzes, and reports on a variety of informational, operational, and management issues. Analyzes and evaluates the effectiveness of policies, procedures, operations, and methods. Analyzes staffing requirements, work scheduling, equipment and facilities. Performs fiscal analyses of management proposals. Performs statistical analysis of data. Researches, writes, and presents comprehensive reports and memorandums.
  • Prepares and processes contracts. Oversees the execution of contracts. Manages special service contracts with outside vendors. Administers grants. Prepares grant application submittals. Serves as liaison between the granter and the agency. Monitors expenditures to ensure they are in accordance with guidelines and appropriation balances.
  • Leads, coordinates, and conducts special programs and projects. Develops, implements, and evaluates management informational systems.

Examples of Other Duties

  • Provides fiscal analysis and reporting to support the budget planning, revenue recognition.
  • Supervises the Account Clerks to ensure accuracy and timeliness of processing and reporting.
  • Assists in the preparation of the annual agency budget for general and grant funding.
  • Assists in the preparation of the annual Area Plan budget for the Maryland Department of Aging.
  • Prepares budget documents, tracks ongoing expenditures and EOY projected expenditures, reconciles financial records to ensure compliance with budgetary guidelines.
  • Monitors grant expenditures and ensure adherence with grant guidelines and reporting dates.
  • Researches and analyzes fiscal policies, procedures and regulations relevant to services for older adults.
  • Provides technical assistance, training and support to departmental staff on financial procedures.
  • Acts as a backup to the Fiscal Officer.
  • Performs other related duties as required.

Qualifications

Minimum Qualifications

Graduation from an accredited college or university with a bachelor’s degree, preferably in business administration, public administration, economics, or a related field;

Plus

Two years’ experience performing professional fiscal, administrative and analytical duties.

(Additional experience involving the analysis and evaluation of budgets, systems, policies and procedures, organizations, and programs may be substituted on a year-for-year basis up to a maximum of four years for the required education. Education in business administration, public administration, or a related field beyond a bachelor’s degree may be substituted on a year-for-year basis for the required experience.)

Knowledge, Skills, and Abilities (Entry Level)

  • Thorough knowledge of the principles and practices of public and business administration.
  • Thorough knowledge of the principles and practices of budgeting and statistical data analysis.
  • Knowledge of current offices practices, procedures, and systems.
  • Thorough knowledge of English grammar and usage.
  • Skill in the use of personal computers and office software packages.
  • Skill in formulating, executing, and controlling budgets.
  • Skill in analyzing expenses, revenues and other budgetary data.
  • Skill in researching, analyzing, and reporting on management issues.
  • Skill in performing fiscal analyses of proposals.
  • Skill in performing statistical analysis of data.
  • Skill in administering contracts and grants.
  • Ability to lead, coordinate, and conducting special programs and projects.

Knowledge, Skills, and Abilities (Full Performance)

  • Knowledge of County and departmental rules, regulations, policies and procedures.
  • Knowledge of County budgetary and purchasing processes, procedures, and methods.
  • Skill in leading, coordinating, and conducting programs and special projects.

EXAMINATION PROCEDURE

Applicants will be qualified based on an evaluation of their training and experience, as stated on their application, which includes answers to the supplemental questions. Applicants must state the dates and duties of past and present experience clearly and completely for evaluation purposes.

Physical and Environmental Conditions

The work of this classification is essentially sedentary. Some positions may involve occasional travel between work sites.

Applicants selected for an appointment to a position in Baltimore County must successfully complete a physical examination and drug screen and an employment background investigation, including, but not limited to a criminal background, education, and fingerprint check.

Salary

Annual Salary review – Step increases may be granted on anniversary date based on satisfactory job performance

General Increases – Cost of living increases and adjustments may be granted as legislated.

Longevity Increases – In accordance with the specific pay schedule, a full-time merit or classified employee may receive a longevity increase, equivalent to one step, upon completion of a certain number of years of classified service with the County.
