Duties

  • Plans, organizes, and oversees the activities of the 352 SOW. Develops goals and objectives that integrate organization and wing commander objectives.
  • Exercises supervisory personnel management responsibilities. Directs, coordinates, and oversees work through subordinate supervisors.
  • Represents 352 SOW with a variety of installation and functional area organizations. Establishes, develops, and maintains effective working relationships with host installation, higher headquarters, mission partners, and local community.
  • Provides support and guidance towards deconflicting, synchronizing, and integrating tactical planning processes. Identifies the need for special projects, establishes milestones for wing commander priorities, and manages the wing staff budget.

  • A one (1) year supervisory probationary period is required if applicant selected has not previously met this requirement.
  • Special Sensitive Security Clearances. The investigative requirement CANNOT be waived for special sensitive positions. Must be able to obtain and maintain a TOP SECRET (TS/SCI) clearance with access to Sensitive Compartmented Information (SCI).
  • This is a centrally managed position.
  • This position has been designated mission essential and identified as a civilian recovery force position.
  • A pre-employment physical will be required. The employee must meet and maintain appropriate physical standards as a condition of employment, verified through an agency approved physical examination.
  • Work may occasionally require travel away from the normal duty station on military or commercial aircraft.

Qualifications

In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions.

SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-13, or equivalent in other pay systems. Examples of specialized experience includes providing management and supervisory oversight for activities assigned to the Wing A-Staff and Special Staff. Assessing the productivity, effectiveness, and efficiency of program operations or to analyze and resolve problems in the staffing, effectiveness and efficiency of administrative support and staff activities. Developing related administrative regulations, such as those governing the allocation and distribution of personnel, supplies, equipment, and other resources, or promulgating program guidance for application across organizational lines or in varied geographic locations. Directing and overseeing the work of subordinate organizations; plans work to be accomplished by subordinate organizations, sets and adjusts short-term and/or long-term priorities, and prepares overall plans/schedules for accomplishment of objectives.

FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in­-grade requirements to be considered eligible. One year at the GS-13 level is required to meet the time-in-grade requirements for the GS-14 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements.

KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:

1. Knowledge of Wing Staff functions and organizational structure.

2. Knowledge of safety and security regulations, practices, and procedures.

3. Ability to plan, organize, and direct the functions and mentor, motivate, and appraise the staff of an organization through subordinate supervisors.

4. Ability to analyze, plan, and adjust work operations of one or more organizational segments to meet program requirements and objectives within available resources.

5. Ability to communicate both orally and in writing.

PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.

VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

ADDITIONAL CONDITIONS OF EMPLOYMENT: Position is designated special-sensitive and requires eligibility for access to Sensitive Compartmented Information (SCI), other intelligence-related Special Sensitive information, or involvement in Top Secret Special Access Programs (SAP) to fully perform the duties and responsibilities of the position. A nondisclosure agreement must be signed. A favorable suitability determination is required before appointment.

This position has been designated by the Air Force as a Testing Designated Position (TDP) under the Air Force Civilian Drug Demand Reduction Program. Employee must pass initial and periodic short notice drug testing. Illegal drug use by employees in sensitive positions presents a clear threat to the mission of the Air Force, national security, and public safety.

The employee may be required to work an uncommon tour of duty in support of training and exercise activities or military special operations, involving nights, weekends, or holidays. Overtime or compensatory time may be required. An alternate work schedule may be required.

This position is designated as a key position IAW AFI 36-507. Duties of this position are essential to the accomplishment of wartime/contingency operations. Incumbents of key positions must be removed from their military recall status if alternative for filling of the position during an emergency are not available.
