Job summary
The Royal Navy (RN) is a highly complex, global organisation. The Strategic Defence Review and Defence Reform are underway and will fundamentally challenge the way in which the RN operates and how it is structured – You will be at the heart of any changes required and play a pivotal role in leading any future transformation of the organisation.
This role requires an experienced individual who has a track record of delivery and is comfortable with operating at pace in a complex organisation where stakeholder managements is critical to success.
You will be responsible for helping to shape the direction of the Royal Navy by leading their internal team of business improvement experts. The role is able to bring the latest thinking in management techniques and apply them to the unique environment that is the RN by improving the Navy Command Operating Model (NCOM), and leading Transformative Change across the RN.
Job description
- Working in collaboration with Navy Command’s Chief of Staff and Deputy Director Performance Group, and under the guidance of Director Naval Staff. The Deputy Director Internal Consultancy Group (ICG) postholder will enable the delivery of business transformation within the Royal Navy.
- Leading a small team of business improvement experts (between 5 and 10 civilian and military staff), The Deputy Director Internal Consultancy Group postholder will act as the focal point for all consultancy type work within the Royal Navy, ensuring that Value for Money (VFM) and efficiency is maximised across the Command. Typically, this involves running up to 5 concurrent business improvement projects (such as Operating Model Design, Transformation or Strategy Development) entirely in-house, using a mixture of ICG staff and personnel from the area being supported.
- Helping to share the direction of the Royal Navy by leading their internal team of business improvement experts and working with senior decision-makers in the Navy.
- Applying the latest thinking in management techniques to improve the application of the Navy Command Operating Model (NCOM) and to lead Transformative Change across the RN.
- Supporting the Implementation plan for both the NCOM Defence Reform Transition and to deliver against Strategic Defence Review outcomes
- This role is unique in that Key Performance Indicators (KPIs) for the position are created on a project-by-project basis rather than on a termly or annual basis, with success measured through the delivery of benefits for the Royal Navy. As such, the postholder will be required to lead and manage stakeholders at the highest level across not just the Royal Navy but also the wider Ministry Of Defence – the ability to influence and guide these senior decision makers is critical to the role.
Person specification
The successful candidate must be able to demonstrate their experience and skills against the following essential criteria:
- Proven experience in leadership roles which have required them to develop a vision or set direction that drives forward the organisation’s programme of work and its strategy: motivating, enabling and empowering teams to deliver business needs. The post holder will also need to demonstrate their corporate leadership experience in being able to lead and energise outside their immediate line management responsibilities.
- Ability to think strategically and respond quickly to complex changing circumstances and high-pressure situations, maintaining a clear view of overall project priorities, and transparency across the organisation. Comfortable making evidence-based decisions, solutions and recommendations, in fast-moving scenarios, whilst balancing political and financial considerations.
- Extensive breadth and depth of project and portfolio management across, with management experience across several business areas. Able to evidence successful delivery when met with projects of high complexity and scale.
- Excellent stakeholder management with a history of building a strong network of relationships at all levels, but especially at Board and Senior Executive level. You will also need to demonstrate your ability to present complex issues to senior leaders.
- A proven track record of using your knowledge and experience to create and contribute to a culture of innovation and long-term improvement, using evidence-based strategies to evaluate the full range of options, understand the impacts and get the right solution.
- Evidence of building an open and supportive culture in the workplace, with a commitment to improving diversity and inclusion.
