Background
Peace Winds is a Japanese Non-Governmental Organization established in 1996. Peace Winds has provided humanitarian and development assistance for people affected by forced displacement and natural disasters in more than 20 countries in the world. Peace Winds launched its mission in Kenya in 2012 and has since implemented projects funded by UN agencies (UNHCR, UN-Women, UNFPA, IOM, WFP), ECHO, the government of Japan and Japan Platform (JPF). Currently, PWJ is the lead implementing partner for UNHCR WASH, Shelter and logistics Sectors in Kakuma and Dadaab Refugee Operations. In addition, PWJ implements livelihoods (food security and skills development for women and youth empowerment) and sanitation and hygiene activities in Turkana, Garissa and West Pokot Counties.
Peace winds is currently implementing a MOFA funded project aimed at significantly reducing the final disposal of solid waste through community-based decentralized management and resource recovery. This project will support the construction of facilities and provision of equipment for the collection, transportation, sorting, and resource recovery of waste. A facility will be established to recycle plastic waste into construction materials, which are in high demand locally. The consultancy will therefore support in the construction of a Material Recovery Facility through a design and build contract. This facility will house machines and equipment for use in waste recycling and recovery.
Main Objective
The main objective of this consultancy is to design and build a Material Recovery Facility superstructure made of Steel Portal Frames.
Scope of works
- Design and detailing
- Structural analysis and design of steel portal frame
- Preparation of design calculations and detailed drawings with specifications
- Supply and Fabrication
- Fabrication of steel components as per the approved designs
- Application of protective coatings (anti-rust treatment)
- Delivery, transport and erection
- Deliver sections, assemble and erect steel portal frames
- Testing and handover
- Structural integrity checks
- Final inspection and approvals
- Submission of as-built drawings
Exclusions
- Mechanical and electrical works not included in this scope.
- Civil/builders works not quoted for – including foundation works and casting of anchor bolts.

Design and build consultant/contractor is expected to design and provide shop drawings specifying the details of frame members (rafters, beams, haunches, purlins), connections (bolts & nuts, gusset plates & stiffeners if any) as well as base plates. All drawings and design calculations to be submitted for review and approval by our engineers.
- Structural Steelworks – preferably UB beams for columns and rafters with eaves and apex haunches
- Column & rafter bracings, on selected bays based on design
- Base plates and anchor bolts as per design and specifications
- Roof sheeting out of 30G thick box profile pre-painted GI sheets fixed by self-drilling screws with EPDM rubber washers to metal purlins.
- Zed or channel purlins out of MS plates, spaced less than/equal to 1.5m c/c max based on design.
- Anti-sag rods in each bay based on design
- Eaves gutters fabricated out of pre-galvanized steel plates. All gutter joints to be sealed with gutter sealant.
- Down-pipes out of uPVC/GI material as appropriate and provided from gutter up to column baseplate level, as required by design.
- All steelwork to be shot blasted and painted with 1 coat of zinc phosphate primer as specified.
Erection
- Design and build consultant to work closely with the civil works contractor during the erection stage.
- Design and build consultant expected to have the required insurance policies, permits and capacity to undertake such works

A (i) Construction Experience
Company Profile
- A detailed company profile showing physical location and the address of the company premises
- The company profile needs to give quick glance of the projects undertaken, their value, description, contact person for reference check with both email and phone numbers indicated. The company profile will enlist projects ongoing or experience, vision, and mission statement of the company
(ii) Building and Civil works Experience
- Evidence of at least five (5) experiences on steel structure design and erection works construction to the tune of KES 2 million and above in the last 3 years
Evidence means a valid certificate of completion or building letter showing all the references and value of the project and the date of completion for each project.
(B)Technical personnel
Site Engineer to have a degree in Civil Engineering with minimum 5 years’ experience as a Site Manager and equally conversant with site safety. EBK certificate of good standing for the proposed site agent/ site engineer/ project manager MUST be attached else no marks awarded for site Engineer.
- Qualification as degree in civil engineering or equivalent and EBK registration -site engineer/project manager/site agent) and experience for the period indicated of 5 years
- With the required qualification but fewer years of experience than the period indicated
- Other technical personnel including foreman, construction supervisors (with background in engineering, building and construction) etc. with each certified personnel and CV
- Less qualification than stated above regardless of experience Detailed curriculum vitae of the above personnel certified by employee, or the bidding company or representative shall be attached. CV certified means duly signed by the interested party.
(C) Machinery & Equipment
(i) Ownership or lease of major equipment including, especially cranes, aerial lifts, and hoists. Proof of ownership e.g. copies of logbooks, receipts of purchase, letters of insurance etc. and/or lease agreements to be provided or a company commitment for inspection at any time.
(D) Technical Proposal
A technical proposal not to exceed 10 pages comprising of the following
- Detailed steps to be followed in the analysis of the structure – (loading considerations and analysis methods – , design of the steel structure (design codes) – and detailing considerations
- Method statement
Provide a well detailed methodological statement describing how the works will be executed. This includes fabrication, transportation, erection and commissioning.
(E) Detailed Work Plan
Detailed works schedule / program of works prepared in MS Project/MS Excel showing the schedule for analysis, design & detailing, procurement, and mobilization schedule (machinery, personnel, equipment and materials on site) and erection. Work plan to show cash flow incorporated for each stage and resources that will be committed for each phase of the project.
