Details Mission and objectives UNICEF is the only organization mandated by the United Nations General Assembly to safeguard the rights of all children everywhere. That mandate is rooted in the 1989 Convention on the Rights of the Child (CRC), which sets out universal and indivisible rights. Context UNICEF Cambodia’s ICT operation teams are at the forefront of integrating innovative technology solutions to enhance program delivery and achieve tangible results. These dedicated teams work tirelessly to ensure that the technology infrastructure is robust and reliable, enabling the smooth execution of programs across various sectors. Their support is crucial in areas such as data management, real-time information sharing, and in the implementation of initiatives that aim to improve the lives of children and com-munities in Cambodia. Through their expertise and commitment, the ICT operation teams play a pivotal role in advancing UNICEF’s mission to protect children’s rights and ensure that every child has a fair chance in life. Task description Under the direct supervision of the ICT Officer, the UN Volunteer will undertake the following tasks: • Senior ICT Associates perform specialized IT application administration activities to ensure functionality and facilitate user interface. Accountabilities/key results include: · • Analyzing functional issues, developing functional specifications and identifying the need for new systems or re-engineering/enhancements of the existing systems or applications. • Supporting the development, programming, testing, debugging and implementation of new applications and systems and customizing existing applications. • Identifying system vulnerabilities and relevant security patches; prioritizing, evaluating, testing and applying third-party patches. • Providing second-level support to users of systems applications, including assistance with technical issues, setting up user access security profiles, and other related user issues. • Drafting technical documentation and manuals. • Assessing training needs, developing and presenting structured and ad hoc training to users as required. • Providing conference and meeting room support • Assisting in the management of specialized ICT projects, particularly in developing and implementing new systems and applications. • Preparing periodic, ad hoc reports and ICT inventory reports. Furthermore, UN Volunteers are required to: • Strengthen their knowledge and understanding of the concept of volunteerism by reading relevant UNV and external publications and take active part in UNV activities (for instance in events that mark International Volunteer Day); • Be acquainted with and build on traditional and/or local forms of volunteerism in the host country; • Reflect on the type and quality of voluntary action that they are undertaking, including participation in ongoing reflection activities; • Contribute articles/write-ups on field experiences and submit them for UNV publications/websites, newsletters, press releases, etc.; • Assist with the UNV Buddy Programme for newly-arrived UN Volunteers; • Promote or advise local groups in the use of online volunteering or encourage relevant local individuals and organizations to use the UNV Online Volunteering service whenever technically possible. Results/Expected Output: ICT Associates perform skilled ICT activities. She/he demonstrates initiative in identifying and resolving issues/problems and provides substantive technical assistance to senior ICT staff in addressing systemic problems. His/her work thus affects not only the design and functionality of fundamental ICT systems but also the operational effectiveness of staff throughout UNICEF. Indirectly, it impacts the delivery of office-wide programmes. The ICT Associates are account-able for resolving problems reported by users and escalating the case to ICT HQ when necessary.
