JOB SUMMARY
Under general direction, plans, organizes, directs and integrates the operations of the Information Systems Department including enterprise-wide technology systems and infrastructure; serves as the District’s Chief Information Systems Officer; manages the development, implementation and support of technology needed to meet the District’s instructional, student services, business operations and data management needs; ensures the integrity and security of the District’s technology infrastructure and the protection, integrity and confidentiality of District data; provides internal consulting and works with District leadership to utilize technology to further the District’s vision, mission and goals; and performs related duties as assigned.

DUTIES AND RESPONSIBILITIESThe duties listed below are intended only as illustrations of the various types of work that may be performed. The omission of specific statements of duties does not exclude them from the position if the work is similar, related or a logical assignment to this class.
1. Plans, organizes, directs, controls, integrates and evaluates the work of Information Systems personnel; with managers, develops, implements and monitors work plans to achieve goals and objectives; contributes to the development of and monitors performance against the annual department budget; directs and oversees the development, implementation and evaluation of plans, processes, systems and procedures.2. Directs and manages the performance of Information Systems staff; directs and oversees the selection of managers and staff; establishes performance requirements and personal development targets for direct reports; regularly monitors performance and provides coaching for performance improvement and development, in accordance with District human resources policies and labor contract agreements.3. Provides day-to-day leadership and works with staff to ensure a high-performance, service-oriented work environment that mirrors District values and supports achieving the department and District’s mission and objectives.4. With members of District management, participates in the development and implementation of District strategic plans; develops and implements the Technology Master Plan; prepares and ensures compliance with the Chancellor’s Office and state-mandated reporting requirements and timelines including the District’s Management Information System (MIS) submissions; regularly monitors status and performance metrics for projects/initiatives to ensure results are consistent with budget and expectations.5. Provides innovative thinking and operational leadership in the strategic planning, selection, design, implementation, integration and improvement of information technologies throughout the District in support of instruction, student services and administrative services; provides project management oversight on large-scale technology projects/initiatives including direction and coordination of projects, resources, services, personnel and communications to meet District-wide technology needs and deliver timely, reliable and efficient services.6. Develops the department’s annual budget; implements budgetary and accounting control systems for the department; forecasts funds needed for the department’s staffing, equipment, materials and supplies; approves department expenditures and implements budgetary adjustments as appropriate.7. Oversees the development, implementation, maintenance, evaluation and enforcement of District-wide policies, procedures, standards and guidelines for information technology; ensures all information systems and networks operate according to District standards, external accrediting agency standards, regulatory agencies, rules and legal requirements.8. Directs and oversees the design, development, configuration, installation and maintenance of enterprise technologies including networks, operating system platforms, physical and virtualized servers, storage systems, cloud technologies, backup systems and disaster recovery, enterprise voice and email communications systems and database environments, enterprise directory services, and file, print and web services.9. Through subordinate managers, directs and oversees the design, development, configuration, installation and maintenance of enterprise applications and related software; oversees the evaluation of software options and changes/solutions ensuring the impacts on system interoperations, and the access, use or migration of data for ongoing production requirements are understood and meet District requirements; oversees the conversion of legacy systems to new technologies.10. Directs and oversees onsite and remote delivery of technical assistance and support for desktop/laptop hardware, software, printers, peripheral equipment, server/network connectivity, telephony, mobile devices and applications.11. Directs and oversees the support of software and technology used for onsite and remote delivery of instruction; ensures classrooms and computer labs meet student and faculty needs; directs and oversees professional development for faculty and staff in the usage of learning management systems, instructional applications and classroom technology.12. Provides oversight and direction in the preparation of proposals and bid specifications for the procurement of information technology solutions related to District-wide services; directs or evaluates vendor proposals for purchases of hardware, software and technical services to ensure adherence to technical specifications and that expenditures are in the best interest of the District; directs or conducts negotiations for the acquisition, lease, modification, installation and maintenance of computer software, hardware and related products for the District.13. Chairs and coordinates the activities of the District Technology Committee; chairs or participates in participatory governance committees, processes and initiatives.14. Demonstrates an understanding of, sensitivity to, and appreciation for the diverse academic, socio- economic, cultural, disability, gender identity, religious, sexual orientation, and ethnic backgrounds of students and staff attending or working on a community college campus.
OTHER DUTIES1. Prepares and monitors record-retention policies and schedules in compliance with state education code requirements.2. Responds to surveys as requested and prepares management information reports as needed.3. Performs related duties as assigned.
Qualifications
Education and ExperienceAny combination of experience and training that would likely provide the required knowledge and abilities is qualifying. A typical way to obtain the knowledge and abilities would be:Graduation from a four-year college or university with a bachelor’s degree in computer science, information technology, instructional technology or business administration, and at least seven years of progressively responsible information technology experience in the design, development, implementation, operation and maintenance of a complex information technology program in a public or private sector organization, at least three years of which were in a management or supervisory capacity; or an equivalent combination of training and experience.DesirableExperience in a California community college, educational institution or other public agency.Experience implementing and administering Enterprise Resource Planning (ERP) systems.Knowledge of:
- Principles and strategic practices of planning, design, management, and operation of IT systems in a higher education environment, including requirements analysis, feasibility studies, software design, programming, testing, implementation, evaluation and cost-benefit analysis.
- Computer applications, Enterprise Resource Planning (ERP) systems, systems security, operating systems, hardware, peripherals and telecommunications systems as used in a higher education environment.
- Complex network infrastructure including the software, hardware and services necessary to design, implement, and operate local and wide area networks.
- Principles, practices and methods of technology security, vulnerability management, backup procedures and disaster recovery plans.
- The Systems Development Life Cycle and systems analysis methods and techniques.
- Instructional support software, technologies and other technology-driven instructional delivery tools.
- Relational database concepts, design techniques and tools.
- Advanced troubleshooting techniques to isolate, identify and resolve problems with computer systems, hardware, software, networks and websites.
- Modern voice and video communication standards, equipment and requirements.
- Principles, methods and techniques of project management as applied to information technology projects.
- Federal, state, and local laws and regulations impacting information technology functions, including reporting and data security requirements, California Education Code, and Family Educational Rights and Privacy Act (FERPA).
- Accepted concepts and methods for calculating ROI for technology projects.
- Principles and practices of sound business communication.
- Research methods and analysis techniques.
- Principles and practices of effective management and supervision.
- Principles and practices of organizational improvement, equity and culture change.
- Safety policies and safe work practices applicable to the work being performed.

- Assess situations accurately, define issues, analyze problems, evaluate alternatives and develop sound, independent conclusions and recommendations in accordance with laws, regulations, rules and policies.

- Make complex technical presentations and communicate proposals and recommendations, both orally and in writing, to diverse audiences.

This position is located in Monterey, California. Work required from this position takes place predominantly onsite.
COMPENSATION
Starting Salary is $13,770 – $15,693 per month, depending upon experience and qualifications.
