Job Duties

The Department of Behavioral Health and Developmental Services (DBHDS) is seeking a qualified professional to serve as the Director of Facility Clinical Information Management for the Commonwealth’s state operated hospital system. DBHDS operates nine (9) high reliability behavioral health hospitals, one (1) long term care hospital, one (1) training center for individuals with intellectual disabilities, and one (1) center for rehabilitation of sexually violent predators. The purpose of this position is to correctly interpret and effectively apply the Regulatory and State requirements governing health record management and all documented services and is responsible for the executive oversight of information and data enterprise management for the Facility Services Division. This position is responsible for the strategic direction of clinical information management across the state operated facility system, centered on improved accuracy and efficiency, and supports standardization of clinical information management practices. This position serves as subject matter expert for Facility Services Division executive and administrative leaders, DBHDS Quality and Chief Clinical Officer, and other DBHDS divisions related to best practices, administrative planning, clinical data compliance, release of information, coding, and patient health information, to include the electronic health record (EHR), ancillary systems, documentation and image storage, paper records, and digitized records. This position will also actively coordinate policy and program development and implementation; monitor and collaborate with other departmental programs and offices; serve as the liaison to and coordinates with agency management; serve as business owner for projects requiring enterprise support and initiatives; and lead the development of activities to ensure standardized, enterprise, and modernized clinical information management based upon short and long-range strategic planning. Intermittent travel to the 12 state operated facilities and/or the Richmond Central Office is required.

Minimum Qualifications

  • Knowledge and high proficiency in relevant compliance and regulatory requirements, including but not limited to, Health Information Portability and Accountability Act (HIPAA) and OMNIBUS, Center for Medicaid Services (CMS), State and Federal compliance related to HIM, the Joint Commission (TJC) standards, Health Information Technology for Economic and Clinical Health (HITECH) Act, Meaningful Use, ICD-10, PCS, and DRG, RAC Audits.
  • Knowledge of principles and practice of medical records and health information management, including medical terminology and coding sets.
  • Ability to analyze medical records, data, and information in reference to compliance, coding, and billing, and patient care.
  • Systems experience with electronic medical records, document imaging, encoder, and analytics.
  • Functional knowledge and experience necessary to manage the optimization of the electronic medical record.
  • Technical knowledge of best practices relating to coding, abstracting and revenue capture.
  • Ability to motivate, manage, and educate staff regarding the impact of the HIM function on quality of care, patient safety as well as on revenue cycle, contract negotiation with payers regarding reimbursement, and other bottom-line indicators.

Additional Considerations

  • Certification in Health Information Management (RHIA or RHIT).
  • Health Information Management (HIM) managerial experience in an acute care hospital setting with electronic health record (EHR) or equivalent role in a multi-site healthcare setting, preferably in an academic or teaching hospital.
