Position Objective

The Director of Partnership and Resource Mobilization leads efforts to ensure the GCF’s financial sustainability, scalability, and centrality within the global architecture of climate finance. By strengthening relationships with a wide range of stakeholders as well as coordinating GCF engagement in multilateral processes/events, the Director leads strategic efforts to:

• Position the GCF as an indispensable ‘partner of choice’ at the very centre of the global climate finance architecture
• Secure financial resources from increasingly diverse funding streams

The position holds dual reporting lines to the Executive Director (ED) and Chief Strategy and Impact Officer (CSIO). The Director is accountable to the ED for performance goals advancing the Fund’s overarching resource mobilization agenda. Under the CSIO, the Director is responsible for the day-to-day management and operational delivery of GCF’s partnership and resource mobilization activities.  This is a high-profile, externally-oriented position requiring substantial leadership and engagement with contributors and other international stakeholders.

In addition to leading departmental operations, the Director provides strategic guidance to the Executive Director and Chief Strategy and Impact Officer on high-impact initiatives, ensuring alignment with the Fund’s long-term vision. The Director also drives cross-functional collaboration and may represent the Fund in selected external engagements, reinforcing coherence and excellence in delivery.

Engagement
Strategic Positioning and Advocacy

• Leads efforts to define and promote the GCF’s evolving role within the international architecture of climate finance. This includes the production of related position papers and thought-leadership, as well as the design and delivery of tightly targeted advocacy campaigns that articulate the Fund’s unique value proposition.  This responsibility requires working closely with other Departments in the Office of the Chief Strategy and Impact Officer (OCSIO) as well as the Offices of the Executive Director (OED), Chief Investment Officer (OCIO) and Governance Affairs (OGA).
• Collaborates with the Director of Communications to inform the development of compelling, targeted narratives and materials that showcase the Fund’s impact and unique value proposition.

Multi-lateral Engagement

• Leads the coordination of GCF engagement in UN, MDB, G7/G20 and other multilateral processes/events. This responsibility requires working closely with the OED, other OCSIO Departments, OCIO and OGA to coordinate engagements, messaging and focus activities.
• Ensures the effective management and coordination of corporate engagement and advocacy planning, including GCF Speaking Requests.

Bilateral Engagement

• Leads the coordination of missions aimed at strengthening contributor relationships and mobilizing resources. This includes the planning of executive calendars.
• Ensures the development and adaptive management of stakeholder engagement plans.
• Oversees quality control and quality assurance (QC/QA) of mission management processes.
• Ensures alignment of political messages across all missions and provides protocol advice

Partnerships and Alliances

• Coordinates the identification, prioritization, development, and management of high-impact partnerships and alliances with global platforms/initiatives, CSO, NGO, foundations/ philanthropies, think tanks, academia and multilateral organizations to create synergies and build a common climate finance narrative.
• Leads the development of innovative, high-value cooperation models for the GCF.

Delivery
Resource Mobilization

• Supports the ED and Executive Leadership Team (ELT) to set resource mobilization targets and milestones aligned with the Fund’s priorities and the wider climate finance landscape.
• Directs development and execution of the GCF’s Resource Mobilization Strategy. This responsibility includes leading structured resource mobilization efforts as well as the identification, prioritization and pursuit of other public and private, including ‘alternative,’ funding streams. Undertakes preparations and execution of successful replenishment processes.
• Engages with, and supports the ED and CSIO to engage with, existing and new contributors to the Fund.
• Champions the integration of alternative funding streams across the GCF’s business model.
• Ensures that contributors are actively supported to navigate contribution agreements aligned with their budgetary cycles and priorities.

Strategic Planning

• Leads the stakeholder engagement process in preparation of Updated Strategic Plans.

Modelling and Intelligence

• Leads the analysis and modelling of trends, risks, and opportunities in climate finance that could affect the GCF. This includes tracking and analysing the priorities of national, sub-national, and regional contributors to climate finance, the expectations of developing countries, and the opening/closing of opportunities for other/alternative/new sources
• Leads the monitoring of other key players in the international climate finance landscape, other replenishment processes (e.g. GEF, GF, GAVI, ADF) and benchmarks best practices among different funds.

Host Country Relations

• Leads host-country political relations, including with ROK, MOEF and MOFA.

Internal Collaboration

• Coordinates efforts to align resource mobilization priorities and activities across the Fund, facilitating the GCF’s ‘Resource Mobilization Working Group’ convened by the CSIO.
• Supports the Department of Strategy, Policy, and Innovation by providing ongoing intel and insights into the priorities of key stakeholders, enabling adaptive management of the Fund’s long-term corporate strategy.

Monitoring and Continuous Improvement

• Leads the development of metrics and analytical systems to evaluate the effectiveness of GCF resource mobilization efforts and ensures continuous improvement.
• Leads the development and management of systems tracking execution of funding commitments.
• Provides the ELT with regular updates on the evolving landscape of climate finance, the strength of contributor relationships, and the status of alternative funding streams.

Requirements (Education, experience, technical competencies required of the job)
Essential

• An advanced degree (Master’s or higher) in climate change science, economics, international relations, international development, business management, or a related field relevant to the GCF’s mandate.
• A minimum of 15 years progressive experience, including in senior leadership positions, with at least 5 years of experience helping inform and shape the global architecture of climate finance.
• Experience working within a multilateral institution, development bank, UN agency, or international climate finance mechanism.
• Experience leading high-level stakeholder engagement with Annex II governments, multilateral institutions, development banks, UN agencies, and international climate finance mechanisms.
• Deep knowledge of the global climate finance architecture and extensive relationships with key actors.
• Deep knowledge of climate finance frameworks, tools, and alternative sources of funding.
• Proven ability to influence and shape the climate finance agenda through coalition-building and strategic partnerships.
• Demonstrated success in leading cross-functional teams, mentoring staff, and fostering inclusive and high-performing work environments, particularly in multicultural and technically diverse settings.
• Excellent communication, negotiation, and representation skills, with fluency in written and spoken English.

Preferred

• Experience working within an Annex II government on climate finance and a deep understanding of their institutional contexts.
• Ability to lead organizational change, manage institutional risks, and foster a culture of innovation and continuous improvement.
• Proficiency in additional UN languages is an advantage.
