Introduction
The Police Officer Standards and Training Council (POST) is seeking a Division Director to lead our multi-faceted law enforcement development program. This is a full-time, 40 hour/week position located at Meriden, CT.

YOUR ROLE
This position is part of a team that has the honor of collaborating with and influencing statewide and national law enforcement as it pertains to police officer certification, accreditation, professional development, and training. The successful candidate will work with multiple state agencies, law enforcement units, communities, stakeholders, and police officers to plan, organize, develop, and implement training, certification, and accreditation programs as well as conduct, coordinate and participate in compliance certification assessments.
This position leads staff and the operations of a comprehensive program that may involve field services or basic recruit training for police officers. This position is active and challenging and requires versatile leadership skills to keep pace with a heavy workload. The successful candidate will be required to work 40+ hours Monday through Friday with weekends and state holidays off. Hours of work are flexible based on assignments. This position is an onsite assignment.

Police Officer Standards and Training Council (POSTC)
The Police Officer Standards and Training Council (POSTC) mission is three fold. First: providing innovative, credible and responsive high quality basic, advanced and specialized training to Connecticut police officers. Second: committed to adopting and enforcing professional requirements for individual police officer certification, and Third: provide a body of comprehensive professional law enforcement accreditation standards for state law enforcement agencies, manage such program, grant accredited status to agencies which demonstrate and maintain compliance with applicable standards.

PURPOSE OF JOB CLASS (NATURE OF WORK)
In the Department of Emergency Services and Public Protection, Police Officer Standards and Training Council this class is accountable for directing the development, implementation and evaluation of the Police Officer Standards and Training Council advanced or recruit training programs for municipal police officers.
EXAMPLES OF DUTIES
- Directs staff and operations of a comprehensive program of in-service staff development or basic recruit training for municipal police officers;
- Coordinates, plans, organizes and participates in development and implementation of program activities;
- Assists in formulating program goals and objectives for police training;
- Assists in development of training policy;
- Interprets and administers pertinent laws;
- Evaluates staff;
- Responsible for budget planning and implementation, equipment acquisition and training site selection;
- Maintains contact with individuals within and outside of Council who might impact on program activities;
- Develops and reviews training curricula for validity including job task analysis and needs assessment as required;
- Prepares training calendar and schedules and coordinates training programs at the academy, satellite locations or approved regional training facilities;
- Directs preparation of course outlines and approves all changes in curriculum design and course offerings;
- Researches, analyzes and evaluates training standards, training aids, manuals, equipment or other materials and makes recommendations on usage;
- Responsible for contractual services including monitoring and evaluation of contractor performance;
- Manages agency certification and accreditation programs;
- Leads the recruitment and hiring of staff, including outreach, interview and selection;
- Performs related duties as required.
KNOWLEDGE, SKILL AND ABILITY

MINIMUM QUALIFICATIONS – GENERAL EXPERIENCE
Eight (8) years of experience in criminal justice and law enforcement.
MINIMUM QUALIFICATIONS – SPECIAL EXPERIENCE
One (1) year of the General Experience must have been in training.
NOTE: For state employees this experience is interpreted at the level of a Field Program Consultant.
MINIMUM QUALIFICATIONS – SUBSTITUTIONS ALLOWED
- College training in criminal justice, education, police administration or police science may be substituted for the General Experience on the basis of fifteen (15) semester hours equalling one-half (1/2) year of experience to a maximum of four (4) years for a Bachelor’s degree.
- A Master’s degree in criminal justice, education, organizational development, public administration or a closely related field may be substituted for one (1) additional year of the General Experience.
PREFERRED QUALIFICATIONS
- Experience in an administrative position responsible for policy development, scheduling, and planning.
- Experience with coaching, mentoring, and supervising employees in a demanding environment and with time-sensitive deadlines.
- Experience with accreditation or credentialing programs.
- Experience with reviewing and developing comprehensive programs and reports required by legislation, i.e. experience reviewing a Public Act and developing a training bulletin or policy accordingly.
- Experience with budgeting, i.e. request for proposals, personal service agreements.
