Duties and Responsibilities
The Staffing Diversity and Outreach Section (SDOS), located in the Strategic Talent Management Service (STMS) of the Global Strategy and Policy Division (GSPD) is seeking a consultant to assist with its talent management in its change management initiatives of the Organization. The GSPD provides policy, strategic leadership, innovations and solutions for the end-to-end management of talent: from strategic workforce planning; talent acquisition; organizational and staff development and growth, performance management; including Organization-wide mobility. As endorsed by the General Assembly in the HRM Resolution (A/RES/77/278), the consultant will assist in developing a comprehensive Assessment Framework, as part of the strategic Staff Selection 2.0 programme, that aligns with the guiding assessment principles of the United Nations staff selection system. The framework will provide a streamlined approach for talent assessment and evaluation in the UN Secretariat throughout the recruitment and rostering processes to make the staff selection process effective, efficient, fair, and agile. The framework should contain a toolbox of standardized and customizable assessment with appropriate guidance for hiring teams to ensure effective implementation aligned with assessment principles including equal access for persons with disabilities. The assignment’s overall objective is to develop an Assessment Framework for the United Nations Secretariat. The consultant is expected to work under the supervision of the Chief of the Staffing Diversity Outreach Section with the GSPD staff and other relevant Subject Matter Experts, to deliver specific items from below list of project outputs, based on the comprehensive review of current assessment practices within the organization including gaps/areas identified for improvement and global best practices potentially for adoption under the UN context: • Develop a comprehensive assessment framework aligned with the guiding assessment principles including recommendations for appropriate assessments (including various assessment methods and interview modalities and integration of technology and accessibility) at various stages of the recruitment or rostering process while providing rationale why these options were identified and why they would be appropriate for use in the UN context. • Provide guidance and training for the personnel involved in the implementation of the assessment framework. • Make recommendations for tracking assessment data, including organizational outcomes (pass/fail rates) and candidate feedback. The goal is to continuously monitor and improve the assessment process, ensuring it is fair, inclusive, and effective. • Recommend the necessary policy updates or revised methods and tools required to implement the Assessment Framework. • Ensure input from all stakeholder groups across the United Nations Secretariat. • Deliver outputs in written report format.
Qualifications/special skills
Advanced university degree (Master’s degree or equivalent) in human resources management, talent acquisition or recruitment, Industrial and Organizational Psychology, Psychometrics, Testing and Measurement, Organizational Development or related field is required. A first-level university degree (Bachelor’s degree or equivalent) in combination with two additional years of relevant work experience may be accepted in lieu of the advanced university degree. A minimum of seven years of experience in human resources management or related fields is required. Experience in talent/employment assessment methods and tools as part of a corporate (profit or non-profit) recruiting or development function and/or in psychometric test development and/or research or related area is required. Experience with project management involving multiple stakeholders and change initiatives is required. Experience in psychometric analysis of test data to determine measurement quality is desirable. Experience in facilitating collaborative initiatives or working groups focused on assessment practices is desirable. Experience in report drafting and communication is desirable. Experience in organizational change and diversity and inclusion in organizations is desirable. Experience in using online platforms for conducting assessments is desirable. Proficiency in written and oral communication skills. Proficiency in (1) active listening, (2) awareness of others and their behaviours, (3) guiding others to consensus and (4) critical thinking. A good knowledge of human resources principles and practices, particularly in the context of assessments and evaluation, diversity, and inclusion.
Languages
English and French are the working languages of the United Nations Secretariat. Fluency in spoken and written English is required. Knowledge of an additional official UN language is an advantage. Arabic, Chinese, English, French, Russian and Spanish are the official languages of the United Nations Secretariat.
