Org. Setting and Reporting
This post is located in the Cashiers Section of Financial Risk Management Service (FRMS), Finance Division (FD), Office of Programme Planning, Finance and Budget (OPPFB), Department of Management Strategy, Policy and Compliance (DMSPC). The Finance and Budget Officer reports directly to the Section Chief. The Cashiers Section is responsible for managing the cash of the Organization, which includes investing excess balances, replenishing its bank accounts around the globe in various currencies, manage the currency and country risks, as well as execute the disbursements of the payments of the Organization. Cashiers Section provides cash management services to UN system entities on a reimbursement basis.
Responsibilities
Within delegated authority, the Finance & Budget Officer will be responsible for the following duties: Medium-term plan: • Reviews, analyses and finalizes the preparation of the medium-term plan and its revisions on the basis of submissions, taking into account recommendations and decisions of authorised Controllers/Finance Directors. • Provides substantive support to relevant authorised Controllers/Finance Directors and expert bodies in their review of the medium-term plan. • Ensure legislative provisions, including Memoranda Of Understanding terms, are accurately translated into program budgets. Budget preparation: • Reviews, analyses and finalizes cost estimates and budget proposals, in terms of staff and non-staff requirements. • Provides detailed input with respect to resource requirements for budget submissions. • Reviews, analyzes and finalizes program budget/financial implications to the authorised Controllers/Finance Directors statements in light of additional mandates. • Provides technical support to Section Chief in responding to relevant intergovernmental and expert bodies in their review and preparing briefings for the Controller and Senior Leadership. Budget administration: • Manages and monitors budget implementation and recommends reallocation of funds as necessary. • Monitors expenditures to ensure that they remain within authorized levels. • Administers and monitors extra-budgetary resources, including review of agreements and cost plans, ensuring compliance with regulations and rules and established policies and procedures. • Prepares budget and program performance submissions. • Reviews and finalizes performance reports, analyzing variances between approved budgets and plans and actual expenditures and activities. • Provides substantive support to relevant intergovernmental and expert bodies. Finance: • Manages a complete financial operation, encompassing a wide variety of funding sources, a large volume of transactions, and extensive dispersed activities. • Approves/Confirms that proposed obligations or expenditure for services, facilities supplies and equipment expenses, as well as those pertaining to personnel, are in accordance with the Financial Regulations and Rules of the UN, relevant appropriations and staffing tables and corresponding approved allotments • Analyses accounts, reviews/prepares regular financial reports. Proposes/implements solutions with respect to SWIFT operations and technical system enhancements • Ensures that accurate and complete accounting, reporting and internal control systems are functioning and that all relevant records are maintained. • Prepares or consolidates financial statements for inclusion in the UN Audited Financial Statements to be audited. Responds to internal/external audit observations. Reviews the financial statements of other entities for which the Controller has certification authority. • Produces major/complex financial reports for management • Provides substantive support to the development and implementation of new bank account maintenance procedures. • Directs and implements system and investigative procedure enhancements across Cashier Offices and bank reconciliation teams. • Takes initiative to improve and implement functional specifications, aligning banking business requirements with system solutions and process improvements. • Provides data for the preparation of year-end performance reports. • Guides, trains and supervises staff in the function. General • Provides advice and guidance, including training to headquarters and field staff on financial policies and procedures, including cash management and payment investigations. • Participates in inter-agency and secretariat meetings and/or technical survey missions on matters related to resource requirements, programming and budgetary issues. • Keeps up-to-date on documents/reports/guidelines that have a bearing on matters related to the program, ensuring compliance with United Nations policies and procedures and UNFRRs. • Drafts reports for oversight bodies and for senior management on financial issues, and correspondence. • Undertakes research and analysis of financial policies and procedures, makes recommendations for changes and/or modifications. • Ensures the integrity of financial and management systems and the controls that underpin them. • Engages with banks to support program implementation and maintain strong working relationships with relevant financial institutions. • Provides support with respect to representation of the Secretary-General in meetings of legislative organs. • Represents OPPFB or Division/Service in inter-agency and UN Secretariat meetings. • May plan, organize, manage and supervise the work of the Unit assigned. • Collects and analyzes data to identify trends or patterns and provide insights through graphs, charts, tables and reports using data visualization methods to enable data-driven planning, decision-making, presentation and reporting. • Incumbent may be asked to perform other related duties.

Knowledge of international banking protocols, cash forecasting models, and risk mitigation frameworks. Education
Advanced university degree (Master’s degree or equivalent) in business or public administration, finance, accounting, or related field. A first-level university degree in combination with two additional years of qualifying experience may be accepted in lieu of the advanced university degree.

Work Experience
A minimum of 7 years progressively responsible experience in finance, accounting,administration, budget, business administration or related area is required. Experience in managing finance teams in multi-currency operations and international banking relationships is required. Experience in improving client service delivery and managing stakeholder relationships is required. Experience in using and managing investigation systems, SWIFT operations and banking systems data management is required. Experience working with complex financial operations and risk management is desirable.
Languages
English and French are the working languages of the United Nations Secretariat. For the position advertised, fluency in English is required; and knowledge of French is desirable. Knowledge of another official United Nations language is an advantage.
