This position is located in the Global Strategy and Policy Division of the Office of Human Resources (OHR) in the Department of Management Strategy, Policy and Compliance (DMSPC). The Human Resources Officer reports to the Chief of the Central Review Bodies Secretariat, Global Strategy and Policy Division, Office of Human Resources (OHR). The Global Strategy and Policy Division serves as the central strategic authority for all matters pertaining to the management of human resources. It ensures that the Organization has the strategies, policies, frameworks and tools to attract, develop and retain a talented and diverse global workforce. It nurtures a culture of engagement, leadership and results. It provides policy, strategic and thought leadership, innovations and solutions for the end-to-end management of talent: from strategic workforce planning; talent acquisition; organizational and staff development and growth; performance management; including Organization-wide mobility and appropriate duty of care, for all Secretariat staff.
Responsibilities
Within delegated authority, the Human Resources Officer will be responsible for the following duties: • Provides advice and support to managers and staff on human resources related matters, particularly relating to staff selection. • Prepares special reports and participates and/or leads special human resources projects. • Keeps abreast of developments in various areas of human resources. • Reviews applications to ensure the recruitment procedures were followed • Reviews recommendation of candidates by client offices. • Serves as Secretariat for the Central Review bodies and prepares and presents cases to these bodies. • Evaluates recruitment activities, and recommends changes or corrections related to procedures to these offices. • Supervises and monitors the work of the Human Resources Assistants in carrying out all human resources administrative transactions. • Provides advice on interpretation and application of recruitment policies, regulations and rules. • Reviews policies and procedures and recommends changes as required. • Designs and delivers induction orientation programme and briefing to new CRB members. • Provides performance management feedback to CRB members. • Provides guidance to CRB members with respect to the review of cases for the termination of permanent appointments • Collects and analyzes data to identify trends or patterns and provide insights through graphs, charts, tables and reports using data visualization methods to enable data-driven planning, decision-making, presentation and reporting.

Education
Advanced university degree (Master’s degree or equivalent) in human resources management, business or public administration, social sciences, education or related area is required. A first-level university degree (Bachelor’s degree or equivalent) in combination with two additional years of relevant work experience may be accepted in lieu of the advanced university degree. Successful completion of a degree and/or non-degree programs in data analytics, business analytics or data science programs is an advantage.

Work Experience
A minimum of five years of progressively responsible experience in human resources management is required. Experience with the recruitment practices at an international organization is desirable. 2 years or more of experience in data analytics or related area is desirable. Experience with enterprise resource planning system is desirable.
Languages
English and French are the working languages of the United Nations Secretariat. For the position advertised, fluency in English is required. Knowledge of French is desirable. Knowledge of another official United Nations language is an advantage.
Assessment
Evaluation of qualified candidates may include an assessment exercise which may be followed by competency-based interview.
