Action Against Hunger provides lifesaving malnutrition treatment, creates innovative solutions to hunger, and partners with communities to foster resilience and lasting change. Our holistic hunger prevention programs increase access to water, sanitation, and hygiene, strengthen health systems, improve livelihoods, and empower women. In Somalia, we have been on the frontlines of treating and preventing malnutrition for three decades. We respond to humanitarian crises, meeting the urgent humanitarian and development needs of the most vulnerable sections across the country in the three main sectors of health and nutrition, WASH and Food Security and Livelihoods

In 2023 Action Against Hunger reached 2.6 million people in Somalia in 28 (38%) of the districts in the country with lifesaving support. Our main donors are the World Bank, ECHO, Sida, French Embassy/CDCS, AICS Italy, the UN, Global Affairs Canada, GFFO, FCDO, EU among others.

The country program has interest in growing and diversifying its income in the second half of its current strategy and in response to the slowly evolving context in the country. An intentional donor scoping exercise is necessary to inform any targeted engagement and outreaches. These terms of reference are to source short term assistance for the country office to this effect.

1.Expected deliverables

  • Detailed donor map with focus on ACF nontraditional donor market segments such as Foundations, Gulf donors, Climate change financing, private sector etc.
  • A well-thought pipeline of donor opportunities and interest for Somalia
  • Donor engagement calendar
  • In country partner and stakeholder mapping

ACF anticipates this to be a highly targeted research process involving direct contact (where possible) with potential donors to gather information and establish alignment with ACF strategy

2. Employment terms

  • The assignment will be conducted within 60 days
  • This assignment will be delivered remotely
  • The role will report to the Program Development and Quality Director.

3. Person specifications

  • Seven plus years of experience with Business Development and resource mobilisation especially in fragile contexts
  • Seven plus years of experience raising funds and/or implementing ACF thematic areas: Health, nutrition, FSL, WASH, protection
  • Strong research and analytical skills
  • Proven experience with donor mapping and engagement planning
  • Experience doing similar assignments in Somalia or the horn of Africa
