BACKGROUND
Purpose of Activity/Assignment:
The Belarus Country Office seeks a Donor Engagement and Operational Support Consultant to strengthen its capacity in resource mobilization and operational efficiency. The consultancy will advance donor engagement and fundraising activities while ensuring effective operational support, enabling the office to deliver sustainable and impactful results for children in Belarus.
Operating in an upper-middle income country with a complex geopolitical context, the Belarus Country Office faces both challenges and opportunities in engaging the private sector. UNICEF continues to adapt by exploring innovative fundraising approaches and leveraging the ECA Cluster structure to optimize return on investment. While digital individual giving is managed at the Cluster level, the Country Office requires targeted technical assistance to maximize in-country opportunities, particularly through offline events and tailored donor engagement.
By combining donor engagement with operational support, this consultancy will ensure that fundraising activities are effectively implemented, operational processes are streamlined, and the office is better positioned to achieve its partnership and resource mobilization targets. The consultant will work with both private sector and public sector donors to cultivate relationships and design activities that strengthen engagement and generate sustainable support for children. The consultant will work under the guidance of the Partnerships Officer and Operations Manager, collaborating closely with relevant colleagues to foster synergy across key functions.

| Donor & Payment Communications | Monthly communications with individual donors on the return of erroneous donations; Liaise with local payment service providers (e.g., WebPay) to resolve technical or transaction issues; Coordinate with the PSFR Cluster on cancellations or modifications of individual donations; Provide operational support across fundraising platforms and local payment instruments. | 31 December 2026 |
| Assistance in resource management through the preparation of financial (VAT) refund requests for the 1st, 2d and 3d quarters 2026 | Prepare the VAT refund request for the 1st, 2d and 3d quarters 2026 including the following steps: – Based on the bank statements for CO’s local BYN and USD accounts, list of receivables from Vision to prepare and submit to Finance Associate two draft tables (BYN and USD) with VAT refund amounts (bank statements and list of receivables are to be provided by Finance Associate). – Compile folders with original hard copies to be submitted to the local tax inspection. Include into this compilation printed bank payment orders with supporting documents, receipts/cheques for Petty Cash, p-card and debit card (Belkart) payments, receipts provided by diplomats.
– After receipt of the VAT refund to the CO’s local bank account to prepare NFR with USD amounts for payment of the received VAT refund to diplomats and provide to the Finance Associate to be submitted to GSSC for further processing. | 1st quarter – 30 April 2026

| Inventory of programmatic, financial, administrative and procurement documents’ hard copies and arranging physical destruction | – Based on the Procedure on Retention of Recorded Information and the related guidance documents, update an existing catalogue of documents/folders; – identify documents that should be archived (for permanent retention) or destroyed (for limited retention or that can be destroyed without approval). – For documents determined for destruction: prepare a list of documents and, based on it, a Records Destruction Form and get it approved; prepare a draft act for destruction of documents that can be destroyed without approval. – Arrange physical destruction of the documents in line with UNICEF Procedure for Destruction of Physical Records (PROCEDURE/DFAM/2019/002 v. 7 June 2023). Provide information to the Operations Manager on the quantity of the documents/folders to be destroyed, follow-up in line with the Manager’s decision on the mode of destruction. | 31 December 2026 |
