Background to the Norwegian People’s Aid (NPA)
Norwegian People’s Aid (NPA) is a politically independent membership-based organisation working in Norway and in more than 30 countries around the world. Founded in 1939 as the labour movement’s humanitarian solidarity organisation, NPA aims to improve people’s living conditions and to create societies that are more democratic, just and safe. NPA’s vision is to show “Solidarity in Practice”; NPA partners with local civil society organisations dedicated to defending the rights and interests of marginalised groups. NPA believes that broad popular mobilisation and collective organising is essential to ensuring lasting change. NPA started working in the Kurdistan Region of Iraq in 1995 and in Federal Iraq after 2003, and has the needed registration to operate in both areas. Being present in the country for more than 25 years has allowed NPA to gain a deep understanding of the dynamics in the country and to establish strong partnerships and relationships with national authorities, local organizations and local civil society networks.
NPA’s international work covers three core areas: Mine Action and Disarmament, Development and Cooperation, and Humanitarian Aid (all present in Iraq).
NPA’s Development and Humanitarian Cooperation (DHC) Department currently works in all governorates of Iraq, with its main office in Erbil. DHC works with both IDPs and host communities, in camp and out of camp settings. With a network of over 20 local partners, DHC works on democracy, human rights, protection, prevention of violent extremism and stabilization, access to justice, climate change and environment, as well as humanitarian issues.
NPA’s Iraq Strategy for 2024 – 2027 outlines NPA’s main ambitions and strategic direction for the coming four-year period, where NPA will focus on the following five key strategic objectives:
- SO1: Democratization: Enhance the democratic process in Iraq through advocacy, participation and organization.
- SO2: Stabilization: Improve the stability and socio-economic resilience of affected communities.
- SO3: Protection: Respond to humanitarian needs, ensuring safety, empowerment and inclusivity while promoting community rights.
- SO4: Locally-Led Development and Crisis Preparedness: Strengthen local actors to become independent and accountable, ensuring better community participation.
- SO5: Environmental Protection and Climate Adaptation: Foster prevention, mitigation, and adaptation to climate change and environmental degradation.
NPA’s global strategy for 2023 – 2027 identifies growth as a key strategic priority. The strategy highlights that Increasing inequality, the struggle over natural resources and increased levels of conflict throughout the world are also increasing the need to ensure democratic participation and an organised civil society that can represent all groups in society, especially those who are repressed, marginalised or subject to discrimination. Strong civil societies are often a prerequisite for effective peace efforts and conflict resolution. We will therefore increase and further develop our civil society programmes in the coming years to strengthen people’s ability to organise themselves to enhance the struggle for fundamental rights and equitable distribution of resources.
NPA Iraq is seeking the services of a consultant to conduct a comprehensive donor mapping exercise including identification of relevant funding sources aligned with NPA’s key strategic objectives in Iraq, provide a comprehensive and multi-year donor engagement plan in identified priority areas and coach NPA staff on implementation of it, and finally, provide guidance towards a donor event planned for Q2 of 2025. strengthen NPA-Donors’ relationships, enhancing fundraising activities and providing opportunities for donor networking.
General Description of Scope of Service:
The overall objective of the consultancy is to further diversity and increase the financial volume of NPA’s Iraq programme, with a specific emphasis on the organisation’s development programme delivered in collaboration with Iraqi civil society. The objective is also to strengthen NPA’s overall fundraising efficiency, quality, and strategic approach to ensure a more robust funding base for NPA’s future work, aligned with a key strategic goal of NPA’s 2024-2027 global strategy and the related Strengthening institutional donor engagement for growth and diversification project currently being implemented at head office level.
Specifically, the consultant is expected to:
- Undertake detailed and comprehensive mapping of potential donors in Iraq with funding priorities similar or in line of NPA Iraq Strategy 2024-2027:
- Identify donors for NPA current and future programmes/initiatives.
- Explore opportunities amongst NPA’s traditional donor bases as well as sources such as foundations, private sector, multinational- and bilateral government donors whose work is aligned to NPA core values and ethics.
- Analyse financial, legal and operational risks related to entering into contractual relationship with the identified donors.
- Analyse donor funding trends, priorities, and future outlooks aligning them to NPA Iraq strategic objectives
- Collect and analyse information and data about donor’s past, current and future funding priorities, funding cycles, funding modalities and funding types (restricted or unrestricted).
- Evaluate the strategic and financial potential of each donor considering NPA’s mandate.
- Produce a donor mapping report stipulating opportunities and challenges with each of the potential donors and provide recommendations including best practices for engagement with the relevant and potential donors.
- Organize and deliver a workshop to present the recommendations and analysis from the work on the donor mapping report, and conduct a coaching session on donor engagement, fundraising and donor relationship to concerned NPA staff.
- Provide input and strategic recommendations to a donor conference planned for Q2 of 2025
These ToRs are comprehensive and the Consultant will revise them with the Country Director upon commencement of assignment to agree on priorities based on initial assessment, and will inform the country office team accordingly. The main responsibilities and tasks are outlined below.
The consultant will work in close collaboration with the relevant NPA staff in Iraq, and will also consult with the Strengthening institutional donor engagement for growth and diversification project team at the head office in Oslo including feeding into the development of NPA’s global fundraising strategy. The consultant is expected to review all relevant secondary material and conduct appropriate primary data collection internally and externally, prior to formulating the donor scoping documents, as well as the donor engagement plans.
Deliverables and Timeline:
Within the duration of the assignment, under the direct supervision of the Iraq Country Director, the Consultant will assume the following tasks in the table below:

5- Propose a donor engagement plan for NPA from 2025 to 2027, for a select number of relevant donors that offers structured and cost-effective strategies for cultivating new relationships. A specific action plan for mobilizing and leveraging resources for priority areas is also expected.

- Identify existing, emerging or untapped high potential donors;
- Identify gaps in current capabilities to maximise grant acquisition with these donors and market trends and opportunities which are highly relevant to NPA; and
- Recommend actions, donors to be targeted and funding opportunities based on this analysis.

Regular progress updates will be agreed at the start of the assignment and provided weekly and will include a mix of brief bullet point updates and meetings. Ad hoc meetings will be scheduled and prioritized as required. Meetings will monitor work plan milestone dates – to ensure appropriate time is allocated for feedback to and from the documents.
Skills and Qualifications:
The Consultant should have:
Education:
- University degree, or equivalent training/experience, focus in international development, community development, nonprofits, human rights, or a related field preferred;
Technical and Functional Experience:
- A minimum of five (5) years practical experience in the field of fundraising, resource mobilisation and donor engagement strategy, and grants acquisition processes to diverse donors in international development;
- Documented experience from working with donors in an international context especially major donors, private foundations, bilateral and multilateral donors, UN agencies, trusts and other institutional donors;
- Experience in planning funding initiatives, development of resource mobilisation strategies and implementation of such strategies;
- Experience working with donors in an international context especially major donors, private foundations, bi-lateral and multilateral donors, trusts and other institutional donors;
- Demonstrated skills and experience in report writing; and
- Knowledge of the humanitarian and development aid sectors and understanding of the unique political challenges involved in fundraising for this work, especially in the Middle East.
- Solid understanding of international development market trends of donors, funding opportunities from around the world and trends in grants requirements and compliance across a wide range of donors

Additional Considerations:
- The consultant is to abide by the policies, procedures, and Code of Conduct by the Norwegian People’s Aid and represent the organization in a loyal and responsible manner.
The consultant should avoid any kind of discriminatory behaviour. It is expected that the consultant will advise on and implement best practice principles with respect to ethical and professional research standards and engagement with third parties when undertaking this assignment. This should include reference to confidentiality, informed consent, transparency, and a do-no-harm approach to engaging with donors, NPA staff or other third parties.
- Intellectual property- All intellectual property including materials produced by the consultant while under contract to NPA will not be used or shared with third parties without the express permission of NPA
- All offers of consultancy will be subject to satisfactory references and appropriate screening checks including vetting and due diligence.
Institutional Arrangements/Payments/ Conditions:
NPA will renumerate the consultant based on the negotiated amount. The payment terms shall be as follows:
- 25% upon signature to the Consultancy Agreement
- 70% upon delivery of the final Donor Mapping Report
- 5% upon delivery of the training to NPA staffs and submission of consultancy report.
