Org. Setting and Reporting
This position is located in the Reimbursement Claims Management and Performance Section (RCMPS) of the Uniformed Capabilities Support Division (UCSD), Office of Supply Chain Management (OSCM), Department of Operational Support (DOS) at the United Nations (UN) Headquarters in New York. The Department of Operational Support was established to provide operational advisory services to operating entities across the Secretariat, including other departments, offices-away-from headquarters, field missions, and regional commissions. The Office of Supply Chain Management includes the Office of the Assistant Secretary-General for Supply Chain Management, Logistics Division, Procurement Division, Uniformed Capabilities Support Division, Global Service Centre, Aviation Safety Section and the Enabling and Outreach Service. The Uniformed Capabilities Support Division serves as the single point of entry within the Secretariat for operational and policy matters relating to support and reimbursement to military and police contingents deployed to United Nations (UN) field operations. Reimbursement payments to contributing countries are one of the largest costs of United Nations peacekeeping. RCMPS is responsible for the calculations, analysis and processing of reimbursement to troop-and police-contributing countries on account of contingent personnel, major equipment and self-sustainment, as well as death and disability compensation for all uniformed personnel. The incumbent reports to the Chief of RCMPS or the designated official.
Responsibilities
Within limits of delegated authority, the Finance and Budget Assistant will be responsible for the following duties: Budget: • Provides support with respect to the review, analyses and preparation of the medium-term plan and its revisions. • Prepares supporting documents (narrative and supporting tables) with respect to the finalization of cost estimates and budget proposals, in terms of non-staff requirements. • Assists managers in the elaboration of resource requirements for budget submissions. • Undertakes research and provides support to higher level Finance & Budget Officers with respect to budget reviews of relevant intergovernmental and expert bodies. • Monitors expenditures and compares with approved budget; prepares adjustments as necessary. • Reviews requisitions for services to ensure (a) correct objects of expenditure have been charged, and (b) availability of funds. • Assists in preparation of budget performance submissions and finalization of budget performance reports, analyzing variances between approved budgets and actual expenditures. • Monitors integrity of various financial databases. • Verifies accuracy of input data, ensuring consistency of data in previous allotments to new allotments issued. • Co-ordinates with other finance and budget staff on related issues during preparation of budget reports. • Prepares request to Controller’s Office on redeployment of funds and to Finance Section on movement of funds. • Reviews the monthly Troop Strength on uniformed personnel (military contingent and Formed Police Unit (FPU). Claims: • Calculates, reviews and validates Contingent-Owned Equipment (COE), Uniformed Personnel Reimbursement, Letters of Assist (LOA), Death & Disability (D&D), risk and enabling premiums and other claims. • Performs the functions of cost-center manager for Major Equipment (ME)/Self Sustainment (SS), Death and Disabilities (D&D), and Uniformed Personnel. • Prepares management information analysis and reports, and act as local process expert for Uniformed Capabilities Management. General: • Keeps up to date on documents/reports/guidelines that have a bearing on matters related to programme, ensuring compliance with intergovernmental recommendations and decisions as well as with United Nations policies and procedures. • Drafts or prepares correspondence to respond to enquiries in respect to relevant financial and budget matters. • Assists with the collection and analysis of data as well as preparation of data presentations and reports for information sharing, responding to queries, knowledge management, planning and decision making. • Maintains and keeps up-to-date files. • May be responsible for providing guidance, training and daily supervision to other general service staff in the area of responsibility. • Performs other related duties, as assigned.

Work Experience
A minimum of seven years of experience in finance, budget, accounting, administrative services or related area is required. The minimum years of relevant experience is reduced to five years for candidates who possess a first-level university degree or higher. Experience in applying financial rules and procedures is required. Experience in the use of computer systems, such as financial modules, automated budgeting and accounting and related financial systems is required. Experience in the use of spreadsheets and word processing applications is required. Experience in the processing of complex claims based on negotiated agreements is desirable. Experience in programming and support of systems is desirable. Experience in sourcing, cleaning and preparing data, and developing visualization/metrics is desirable.
Languages
English and French are the working languages of the United Nations Secretariat. For the positions advertised, fluency in English is required. Knowledge of another United Nations official language is desirable.
Assessment
