Org. Setting and Reporting
This position is located in the Human Resources Unit of the Executive Office serving the Departments of Political and Peacebuilding Affairs (DPPA) and Peace Operations (DPO). The position reports to the Human Resources Officer of the Affiliated Personnel Desk. The Executive Office is part of the Office for Coordination and Shared Services (OCSS) that enables, directs and coordinates departmental efforts to ensure the effective integration and management of both Departments. The Department of Peace Operations (DPO) serves as a center of excellence for peace operations, responsible for preventing, responding to and managing conflict and sustaining peace in countries where peace operations under its purview are deployed, and provides support to other entities on peace and security issues. The Department of Political and Peacebuilding Affairs (DPPA) focuses primarily on five action areas in international peace and security, ensuring sound analysis and early warning, preventing conflict and engaging in peacemaking, managing political crises and violent conflicts, sustaining peace, and enhancing partnerships. The Department’s mandate is to prevent and resolve conflict through inclusive political solutions.
Responsibilities
Within delegated authority, the Human Resources Assistant will be responsible for the following duties: HUMAN RESOURCES • Assist and provide daily guidance to clients for the administration of affiliated personnel, particularly the interns of the Internship Programme, UNVs, Gratis Personnel and Consultants, individual contractors, and meeting participants. • Assists and guides clients on affiliated personnel Job Openings in Inspira, keeping track of the status and overseeing the maintenance of the announcements. • For affiliated personnel candidates, conduct reference checks, academic verifications, and employment history; ensure the completion of the pre-recruitment formalities; determine if the candidate is eligible to be engaged; calculate fees and related benefits; and prepare and dispatch offers and agreements. • For affiliate personnel, review and process personnel actions in the SAP system. • For affiliate personnel, participates in the check-in and check-out process for affiliated personnel and assists them in initial and final arrangements. • For affiliate personnel, advise on visa matters. • Supports clients in navigating the affiliate personnel recruitment process by providing guidance on using the SAP or Inspira systems, tailored to the clients’ granted roles. Offers assistance to ensure a smooth and efficient process. • Research various human resources-affiliated personnel-related issues and assist in preparing different forms of communications. • Assist clients in obtaining UN email accounts, system accounts, and equipment for the affiliated personnel. ADMINISTRATION • Takes full responsibility for time management and scheduling on behalf of manager with appropriate consultation as required; effectively prioritizes and resolves related conflicts and competing demands. • Screens and prioritizes all incoming correspondence; compiles relevant background documents and references; identifies issues requiring the manager’s attention and refers others to relevant officer for appropriate disposition; monitors and follows-up on actions to be taken. • Handles a wide range of administrative duties/processes (e.g. leave and attendance records, timesheets, visa applications, equipment purchase, service and supply requisitions, conference room bookings, etc.). GENERAL • Must be able to work, solve problems, and provide guidance autonomously and with minimum supervision. • Monitor and ensure compliance with policies, rules, and guidelines. • Provides general office support services; processes, drafts, edits, proofreads and finalizes for signature/approval a variety of correspondence and other communications; input monitoring and implementation in the SAP system, etc.; sets up and maintains files/records (electronic and paper); schedules appointments/meetings, monitors deadlines, etc. • Prepares written response to queries to clients and colleagues. • Liaise with stakeholders (including DOS, DMSPC, etc.) on complex cases • Ensure that all files are saved in the repository to ensure that all matters served are audit tight. • Trains and provides supervision to new and lower-level team members. • Will back up team members by performing their functions and responsibilities when needed. • Performs other duties as required.

Work Experience
A minimum of seven years of progressively responsible experience in human resources management, administrative services or related area is required. Experience in the application of human resources policies, regulations and rules is required. Experience with ERP systems for recruitment and human resources administration, such as Umoja (SAP), Inspira (Oracle) or similar applications, is required. Experience in recruitment and staffing table management is desirable. Experience administering contracts, travel, benefits and entitlements to a diverse set of clients in a UN setting or similar international organization is desirable.
Languages
English and French are the working languages of the United Nations Secretariat. For the post advertised, fluency in oral and written English is required. Knowledge of another official United Nations language is an advantage.
