The primary purpose of this position is to coordinate the installation level Drug Demand Reduction Program (DDRP) preventing illicit drug use by active duty members, DoD civilian employees, DoD family members, and other personnel supported by host-tenant agreements through drug testing and outreach/education programs.

  • Knowledge of drug testing software programs is highly desirable.
  • May be required to travel by military/commercial aircraft in the performance of temporary duty assignments.
  • Position may be identified as having regular contact with children, requiring a criminal history background check to be completed on any person selected for the position IAW DOD guidance.
  • Disclosure of Political Appointments
  • A BA/BS degree, (or equivalent years of work experience) in the field of psychology, counseling, social work, or related social science is desired.
  • AOC is limited to local commuting area only.
  • This position has been designated by the Air Force as a Testing Designated Position (TDP) under the Air Force Civilian Drug Demand Reduction Program. Employee must pass initial and periodic short notice drug testing. Illegal drug

  • Selective Placement Factors: a. Individuals are ineligible to serve as DDRPMs if they have a record of conviction by courts-martial or civilian criminal court. Additionally, the individuals are ineligible if they have received non-judicial
  • punishment under Article 15, UCMJ, or a Letter of Reprimand or similar administrative action (Letter of Admonishment, Letter of Counseling) for misconduct involving dishonesty, fraud, or drug abuse (including use, possession or
  • distribution). The individual will be asked to certify, and will sign a statement certifying this to be true. b. Must have no pending civilian criminal action or pending administrative action (Separation, Letter of Reprimand/Counseling
  • /Admonishment for dishonesty, fraud or other integrity offenses). The individual will be asked to certify and will sign a statement certifying this to be true. c. Possess an AFMRA-approved civilian collection trainer certification
  • or the ability to meet certification requirements: (1) Must successfully complete an AFMRA-approved “train the trainer” course or one given by an approved organization (e.g., manufacturer, private entity, contractor or Federal
  • Agency). (2) Once employee achieves sample collection experience of 12 months, must become a certified trainer within 3 months.

Qualifications

In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions.

SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-07, or equivalent in other pay systems. Examples of specialized experience includes knowledge of the theory and principles of management and organization, including administrative practices and procedures common to organizations, pertaining to drug testing and prevention education, channels of communication, routing of correspondence, filing systems, chain of custody, and storage of files and records. Also requires knowledge and skill in applying analytical and evaluative techniques to the identification, consideration, and resolution of issues or problems of a procedural or factual nature. The issues or problems dealt with are readily observable conditions covered by written guidelines or research/analysis of information of a factual nature.

OR

EDUCATION: Master’s or equivalent graduate degree or 2 full years of progressively higher-level graduate education leading to such a degree or LL.B. or JD., if related. NOTE: You must submit a copy of your transcripts.

OR

COMBINATION OF EXPERIENCE AND EDUCATION: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. NOTE: You must submit a copy of transcripts.

FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-07 level is required to meet the time-in-grade requirements for the GS-09 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements.

KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:

1. Knowledge of Drug Demand Reduction Program (DDRP) goals, principles, methods, and techniques for implementation and continued support of the DDRP to include knowledge of the possible effects of illicit drug usage and alcohol misuse on mission accomplishment and community life.

2. Knowledge of accepted training theories, methods, and techniques concerning group dynamics and of the techniques for facilitating groups, teaching classes, and making presentations.

3. Knowledge of the budget process, including developing, maintaining, and executing a budget.

4. Skill in using data bases and office automation programs to produce data from various sources to define problem areas and focus corrective action.

5. Ability to communicate effectively with others, both orally and in writing, to manage DDRP and provide educational materials.

PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.

VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
