DSHS ESH Director, HIM Department –
Eastern State Hospital (ESH) in Medical Lake is excited to announce that we are now accepting applications for Director of Health Information Management (HIM). ESH is a state psychiatric hospital with an operating capacity of 375 beds serving forensic, civil and geropsychiatric patients. The HIM Director reports directly to the Chief Quality Officer and will be accountable for all matters related to the integrated health information management aspect of ESH’s quality Compliance System.
As a member of the ESH Senior Leadership Team, you will assist to direct ESH in successfully maintaining Accreditation and Certification through sustainable Joint Commission and CMS compliance. You will hold the authority to develop policies and control resources related to the documentation and flow of integrated health information. As HIM Director, you are principally responsible for the oversight, development, training and implementation of procedures and policies to ensure ESH is in full compliance with HIM and documentation best practices.
This is a full-time position, on-site Monday – Friday 7:30-4:00.
Opportunities performed on-site at this work location at least three days a week may be eligible for an additional 5% premium pay in addition to the advertised salary.
Some of what you will do
- Leadership, Planning, Delivery of Programs and Achieving Results.
- Plan, implement, manage, and audit the health information management aspect of ESH’s Quality Compliance System to ensure standards are met for hospital-wide accreditation and certification.
- Provide direct oversight for the planning, direction, supervision, and coordination of the work performed by the HIM Department including staff selection, employee performance evaluation and initiating corrective and/or formal disciplinary action to improve performance. This position is responsible for project management, goal setting, department and long-term strategic planning, and ensuring outcomes align with ESH’s vision, mission, and strategic goals.
- Work collaboratively with CCO, Privacy and Public Disclosure Manager, Director of Policy/ Risk/Discovery, and Assistant HIM Director to develop privacy policies and procedures and ensure data management processes reflect privacy requirements and comply with laws and regulations. Serve as privacy expert for the hospital in the absence of the Privacy and Public Disclosure Manager providing consultation and direction to hospital personnel.
- Work collaboratively with Chief Quality Officer, Revenue Cycle Manager, Chief Medical Officer, and Assistant HIM Director to develop and implement policies and procedures to ensure appropriate documentation and ICD-10-CM code assignment occurs for maximum revenue reimbursement.
- Employ administrative and leadership skills, specialized knowledge, and technical training, collaborating with CQO and other Senior Leadership staff to make decisions and provide guidance to ESH Executive Leadership and other hospital staff for appropriate documentation of psychiatric and medical care mandated by the Joint Commission and Center for Medicare/Medicaid Services, subsequently enabling ESH to continue to be certified/accredited and receive federal funding for approximately $65 million in federal funding.
- Work collaboratively with Information Technology (IT), and other hospital personnel to plan, develop, implement, and maintain an EHR to manage the flow of information within the hospital and to and from external organizations. Provide guidance, expertise, and subject matter expert knowledge during planning, implementation and on an ongoing basis.
Who should apply
Professionals with the following:
- Bachelor degree in Business Administration, Public Administration, Health Administration, Health Information Management, Nursing or another related field;
AND
- Five years of experience in Health Information or medical records management;
AND
- Five years of supervisory experience;
OR
- Additional described work experience may substitute year for year for education requirements.
Preferred knowledge, skills, and abilities:
- Certification by the American Health Information Management Association as a RHIT or RHIA including mandatory continuing education requirements and submission of annual dues.
- Minimum of five years of work experience in an accredited and/or CMS certified hospital with at least three years of experience related to Health Information Management and HIPAA Privacy.
- Minimum of three years of work experience in a psychiatric hospital.
- Extensive knowledge of advanced health information management practices including EHR technology and application
- Experience supervising staff in a diverse and dynamic department environment
- Knowledge of Health Insurance Portability & Accountability Act (HIPAA) Privacy and Security Rule
- Knowledge of ICD-10-CM coding guidelines, abstraction, and application
- Knowledge of CMS Conditions of Participation and Joint Commission standards related to HIM.
- Knowledge of hospital, state, and federal regulations, standards, policies, and procedures regarding the release of PHI.
- Demonstrate leadership and management skills and abilities, including sound judgment, independent problem solving, decision-making, strategic planning, conflict resolution and the ability to create and sustain high-performing teams.

Insurance Benefits
Employees and their families are covered by medical (including vision), dental and basic life insurance. There are multiple medical plans with affordable monthly premiums that offer coverage throughout the state.

Retirement and Deferred Compensation
State Employees are members of the Washington Public Employees’ Retirement System (PERS). New employees have the option of two employer contributed retirement programs. For additional information, check out the Department of Retirement Systems’ web site.
Employees also have the ability to participate in the Deferred Compensation Program (DCP). This is a supplemental retirement savings program (similar to an IRA) that allows you control over the amount of pre-tax salary dollars you defer as well as the flexibility to choose between multiple investment options.
Social Security
All state employees are covered by the federal Social Security and Medicare systems. The state and the employee pay an equal amount into the system.
Public Service Loan Forgiveness
If you are employed by a government or not-for-profit organization, and meet the qualifying criteria, you may be eligible to receive student loan forgiveness under the Public Service Loan Forgiveness Program.
Holidays
Full-time and part-time employees are entitled to paid holidays and one paid personal holiday per calendar year.
Note: Employees who are members of certain Unions may be entitled to additional personal leave day(s), please refer to position specific Collective Bargaining Agreements for more information.
Full-time employees who work full monthly schedules qualify for holiday compensation if they are employed before the holiday and are in pay status for at least 80 nonovertime hours during the month of the holiday; or for the entire work shift preceding the holiday.
Part-time employees who are in pay status during the month of the holiday qualify for the holiday on a pro-rata basis. Compensation for holidays (including personal holiday) will be proportionate to the number of hours in pay status in the month to that required for full-time employment, excluding all holiday hours. Pay status includes hours worked and time on paid leave.
Sick Leave
Full-time employees earn eight hours of sick leave per month. Overtime eligible employees who are in pay status for less than 80 hours per month, earn a monthly proportionate to the number of hours in pay status, in the month to that required for full-time employment. Overtime exempt employees who are in pay status for less than 80 hours per month do not earn a monthly accrual of sick leave.
Sick leave accruals for part-time employees will be proportionate to the number of hours in pay status, in the month to that required for full-time employment. Pay status includes hours worked, time on paid leave and paid holiday.
Vacation (Annual Leave)
Full-time employees accrue vacation leave at the rates specified in WAC 357-31-165(1) or the applicable collective bargaining agreement (CBA). Full-time employees who are in pay status for less than 80 nonovertime hours in a month do not earn a monthly accrual of vacation leave.
Part-time employees accrue vacation leave hours in accordance with WAC 357-31-165(1) or the applicable collective bargaining agreement (CBA) on a pro rata basis. Vacation leave accrual will be proportionate to the number of hours in pay status, in the month to that required for full-time employment.
Pay status includes hours worked, time on paid leave and paid holiday.
As provided in WAC 357-58-175, an employer may authorize a lump-sum accrual of vacation leave or accelerate the vacation leave accrual rate to support the recruitment and/or retention of a candidate or employee for a Washington Management Service position. Vacation leave accrual rates may only be accelerated using the rates established WAC 357-31-165.
Note: Most agencies follow the civil service rules covering leave and holidays for exempt employees even though there is no requirement for them to do so. However, agencies are required to adhere to the applicable RCWs pertaining holidays and leave.
Military Leave
Washington State supports members of the armed forces with 21 days paid military leave per year.
Bereavement Leave
Most employees whose family member or household member dies, are entitled to three (3) days of paid bereavement leave. In addition, the employer may approve other available leave types for the purpose of bereavement leave.
