Description

DSHS HCLA – Social & Health Program Consultant 4 – Managed Care Systems Consultant – Supporting Region 1

Are you ready to step into a role where your voice and expertise shape how people with complex needs receive care across Washington state? As a Managed Care Systems Consultant with the Department of Social and Health Services’ Home and Community Services Division, you’ll work at the center of health and community support.

In this role, you will partner closely with Managed care organizations to connect the dots between behavioral health services, physical health, and long-term care providers. Your work ensures people with behavioral health needs, disabilities, or complex circumstances have real opportunities to live safely and independently in their communities.

This is not a behind-the-scenes position. You’ll be leading conversations, coaching staff, and helping teams create plans that keep people out of institutions and connected to the supports they need. You’ll influence statewide training, policy rollouts, and quality improvement efforts. If you thrive on tackling complicated challenges and want to see the impact of your work in real lives changed for the better, this role is for you.

Please note: This position works a flexible/hybrid schedule based on business needs. The current expectation is that there will occasionally be travel for in-person meetings. The duty station assigned can be within Region 1; which is the following counties – Adams, Asotin, Benton, Chelan, Columbia, Douglas, Ferry, Franklin, Garfield, Grant, Kittitas, Klickitat, Lincoln, Okanogan, Pend Oreille, Spokane, Stevens, Walla Walla, Whitman, Yakima.

Some of what you’ll do:

  • Work in close coordination and collaboration with managed care partners across Medicaid and Medicare.
  • Coordinate with regional staff, Area Agency on Aging staff, and managed care organizations to create cross-system plans of care for clients with complex behavioral and physical health needs.
  • Provide expert consultation and technical assistance to regional staff, and community partners on managed care systems.
  • Develop and deliver training on new policies, policy changes, and best practices that build staff knowledge and skills.
  • Collaborate with internal trainers, regional leaders, and community partners to strengthen understanding of available services and supports.
  • Lead or participate in quality assurance reviews, identifying gaps and creating targeted training plans to improve performance.
  • Track and coordinate policy changes at the regional level, ensuring smooth implementation and communication.
  • Facilitate and lead multi-disciplinary meetings, often in high-stakes and complex situations.
  • Represent the administration on task forces, committees, and workgroups that shape long-term care and behavioral health integration.

What we’re looking for:

  • Communication – The ability to explain complex information clearly to staff, providers, partners, and leadership.
  • Knowledge of behavioral and physical health systems – Understanding how services are delivered in Washington and how clients move across systems.
  • Knowledge of managed care – A strong grasp of how managed care organizations operate and how they connect with long-term supports.
  • Collaboration – The skill to work across multiple systems and agencies with diverse stakeholders.
  • Training – The ability to design and deliver engaging trainings that build skills and confidence.
  • Leadership – Confidence to guide multi-disciplinary teams and lead complex discussions that shape care plans.
  • Organization – Skill in managing multiple projects and meeting deadlines while balancing shifting priorities.
  • Technology – Proficiency in Microsoft Office and other tools to create reports, training materials, data tracking and documentation.
