About TSSP Phase 3

The PNG–Australia Transport Sector Support Program Phase 3 (TSSP3) is a critical, high-priority Australian investment that stands to make a major contribution to PNG development outcomes.

Working closely with the Government of PNG (GoPNG), TSSP3 will build on the significant body of achievements, lessons and relationships from the past 17 years of operation and will continue to contribute to the achievement of the overarching goal of:

‘A more effective, efficient, and inclusive transport system, enabling the economic and social development of PNG.’

TSSP3 has three End of Program Outcomes (EOPOs) which are expected to be achieved over the initial five-year duration of the program. They are as follows:

  • EOPO 1: Better Transport System Management. Targeted GoPNG transport sector agencies are supported to more efficiently, effectively, and inclusively plan, budget, and manage the transport system
  • EOPO 2: Improved Safety Standards and Coordination. Australian assistance to targeted GoPNG transport sector agencies contributes to improving the policy and regulatory environment to enable safety for all and foster greater sector coordination
  • EOPO 3: Expanded, Sustainable and Affordable Assets. Investment in transport assets is expanded, and PNG transport sector actors apply their improved capability to deliver and maintain such assets.

Gender equity, disability equity, and social inclusion (GEDSI), social and environmental safeguards, locally led development (LLD) and monitoring, evaluation, research, learning and adapting (MERLA) are a key focus for the program and are integrated into all of TSSP3’s activities and operations.
This phase of TSSP3 will run from November 2023 to November 2028.

The Role

The Disability Equity and Rights Adviser will work closely with the GEDSI Manager and GEDSI Specialist, Transport Sector Agencies to drive TSSP3’s work on disability equity. The Adviser will provide high-level strategic and technical advice to ensure disability is meaningfully integrated across all aspects of program implementation. This role will support the achievement of TSSP3’s end-of-program outcomes and the delivery of the GEDSI Strategy, with a strong focus on mainstreaming disability equity and rights in the planning, design, delivery and monitoring of infrastructure, policy and organisational development activities.

The Adviser will lead key research and learning initiatives, support Transport Sector Agencies (TSAs) to strengthen disability-inclusive policies and workplace practices and contribute to whole-of-sector knowledge sharing. The role will also ensure alignment with the Convention on the Rights of Persons with Disabilities (CRPD) and other relevant international and national frameworks, while building and maintaining strong partnerships with Organisations of Persons with Disabilities (OPDs) and other key stakeholders.

About You

  • Tertiary qualifications in disability studies, social policy, human rights, international development, or a related field, postgraduate qualifications are strongly preferred

  • Minimum 10 years’ experience in disability equity or inclusive development, with at least part of this in the context of large-scale international development or public sector reform programs

  • Proven experience providing high-level strategic advice to senior government officials, development partners, or donor-funded programs on disability-equitable policy, planning, and implementation

  • Demonstrated ability to build and sustain effective partnerships with OPDs, civil society organisations, and government stakeholders.

  • Experience working in complex, cross-cultural environments. Knowledge of Papua New Guinea or Pacific regional development contexts is strongly preferred.

  • Deep understanding of the CRPD, and global best practices in disability-equitable development, particularly in infrastructure, governance, and public sector reform

  • Demonstrated experience designing and leading disability-focused research and data collection initiatives, including the development and application of equitable and inclusive methodologies and tools

  • Demonstrated experience supporting development and implementation of disability-equitable policies, corporate plans, and internal workplace practices within government or institutional settings

  • Ability to work across technical teams, including infrastructure, MERLA, and governance, to ensure disability equity is integrated in strategy, implementation, and reporting.
