Background
The current phase of the Vanuatu Australia Health Partnership concludes at the end of August 2026. A Completion report is due to DFAT in July 2026. This will be a comprehensive analysis of VAHP activities, progress, and achievements towards the program’s outcomes over the life of the partnership from 2019 to 2026. It will be written for a reader with no prior exposure to the partnership in accordance with DFAT’s MEL Standard 6 (Program Progress Report). It will support DFAT in completing the Final Investment Monitoring Report (FIMR), which reports against set criteria, including relevance, effectiveness, efficiency, gender equality, disability equity, sustainability, and monitoring and evaluation.
Achievements will be captured in the Completion report alongside success factors, lessons learnt and barriers to progress towards the outcomes, including changes in the context.
The report will highlight the impact and evidence of change in relation to the fifteen-year End-of-Program Outcomes (2034), as well as progress towards the ten-year Intermediate Outcomes (2029). By the time VAHP has operated for seven years, full achievement of the outcomes will lie beyond the program’s timeframe.VAHP has had three mechanisms of implementation: the Policy Engagement Process, the Technical Assistance Mechanism, and a Direct Funding Agreement (DFA).
The VAHP support for the DFA and PFM is one of four areas selected as case studies to be annexed to the report and used as evidence for the main text. Overall, the case studies aim to tell the story of how change occurred over time, explore VAHP’s approach and what was delivered and achieved, and highlight success factors, lessons learned and challenges to inform the FIMR and DFAT’s follow-on health investment. It will consider how, and to what extent, VAHP has contributed to change. As the DFA has been used variably for the four key areas of the programme, i.e., governance, public health, provincial health services and inclusive workshop, the review will address all four areas.
Additional humanitarian DFAs have been provided by DFAT to the MoH and managed by VAHP since 2019. This assignment will focus on the VAHP DFA allocation to support the MoH in delivering their Business Plan since VAHP’s inception, rather than these additional disaster-related DFAs.

Purpose
The DFA and PFM support case study will (1) assess the MoH’s use of the DFA funds (2) consider any impact of VAHP support on health systems strengthening and service delivery.
This is not an evaluation of VAHP; rather, it is an exercise to address the effectiveness, efficiency, and sustainability criteria in the FIMR. As such, the case study will identify, verify, and triangulate evidence of progress towards the relevant Intermediate Outcomes (Governance) and, ultimately, the EOPOs. Evidence will be provided for achievements or barriers to achievement (challenges). In addition, the case study will consider how VAHP used resources (funds, expertise, time, etc) to produce results.
The study will draw on the 2023 Mid Term Review of VAHP, the program’s response to the recommendations and the subsequent VAHP DFA Strategy, referring to the fact that the DFA Strategy was intended to extend beyond the lifetime of VAHP and inform the design of the next phase of Australia and Vanuatu’s health partnership. However, the study will only cover the life of the partnership from 2019 to 2026.
The methodology will be a combination of reviewing and analysing existing material and conducting interviews (or small-group discussions) to capture and triangulate evidence.
Methodology, Inputs / Timing
With the consent of key informants, these interviews will be recorded and transcribed/summarised.
Up to 20 days will be allocated, with the following breakdown:
4 days: Background reading, data compilation, identification of existing evidence, information needs and gaps, development of data collection and interview guides, work with VAHP team to determine partners / MoH staff to interview
10 days in-country work:: · interviews with VAHP team members (Individually or sub-team) for clarification, additional information and evidence, learning and reflection. This may include former team members where appropriate.· Targeted interviews and small group discussions, to test evidence and findings, gather additional evidence and information, reflections, lessons, and triangulation (including MoF, DSPAAC Health Sector Analyst, MoH Finance and Corporate, Beneficiaries of training and sample of Provincial stakeholders)· Data gathering and provisional analysis
4 days: Analysis and drafting
2 days: Revisions and finalisation
Work to commence by 2 February 2026 at the latest with the draft due by 6 March, and the final by 19 March 2026.
Outputs
A draft and final case study. Maximum 10-12 pages with the data annexed. Written in plain English, evidence-based, and incorporating quotes from informants. Using these section headings:

Selection Criteria
Essential
Proven experience in preparing high quality case studies, in English, for development-focused audiences.
Knowledge and experience in both qualitative and quantitative research and analytical skills, including the ability to assess program contribution to system change and skills in planning, preparing and reporting.
Technical expertise in Public Financial Management and sector financing including experience analysing government budgeting, expenditure, and financing modalities in low- or middle-income countries.
Understanding of capacity building and system strengthening approaches within health or other social sector systems
Demonstrated understanding of gender equality and inclusion principles and a commitment to ensuring these are integrated into all aspects of work.
Demonstrated high level interpersonal and cross-cultural skills, with the ability develop and maintain effective relationships with a diverse range of stakeholders.
