The Australia Indonesia Partnership for Justice Phase 3 (AIPJ3) is a five-year, A$63 million investment by the Australian Department of Foreign Affairs and Trade (DFAT) to work in partnership with the Government of Indonesia (GOI) to support advancement of its priority law and justice reforms. Building on previous phases, AIPJ3 will support partners to deliver activities against agreed policy priorities, while maintaining flexibility to respond to emerging needs and opportunities. The program focuses on seven policy priorities that are important to Australia and Indonesia: accountability and transparency, criminal justice reform, preventing violent extremism, transnational crime cooperation, commercial law, access to justice, and women’s leadership.

The Role
The Grants & Contracts Officer is responsible for supporting the Grants & Contracts Manager for the effective management and oversight of all grant and contract mechanisms under the AIPJ3 Program. This includes the procurement process, contract development, monitoring payments and deliverables of sub-grants, sub-contracts, STAs to ensure compliance with DFAT and DT Global policies and procedures. The role will support the delivery of a responsive and accountable grant-making process that aligns with the Program’s strategic objectives and operational requirements.

The Grants and Contracts Officer will work closely with the Finance Team, and Technical Teams to support planning, budgeting, monitoring, and capacity-building related to grants and contracts. This position reports to the Grants and Contracts Manager and will also liaise with the DT Global Contractor Representative and relevant stakeholders to ensure donor and corporate compliance, effective risk management, and the application of best practices across all contracting and grant-making processes.

About You

Roles and Responsibilities

The Grants & Contracts Officer will support the Grants and Contracts Manager to:

  • Manage AIPJ3 grants and contracts including subcontractors, suppliers and Short-Term Advisers (STA) for implementing AIPJ3 program.
  • Carry out due diligence assessments of prospective grantees, contractors, suppliers and STAs as well as supporting them, as necessary, to complete the assessments.
  • Oversee the grant and funding process for non-government / civil society organizations, including the grant selection process, budget negotiation, preparing the grant agreement, and monitoring the performance.
  • Undertake grantees financial report review regularly including internal audit, on-site verification, and data quality via field visits (if required) to ensure the grant guidelines and requirements compliance.
  • Establish and maintain a grants and contracts pipeline and tracking system across AIPJ3, ensuring all grants and contracts are accurately recorded to support forecasting, budget tracking, and reporting.
  • Contribute to the development of the Management Information System (MIS) as required by AIPJ3 management and DFAT, and proactively utilize the system to monitor the partners’ report / deliverables are submitted to the system as per contract requirements.
  • Support the planning and implementation of procurement activities in accordance with Head Contract requirements.
  • Manage procurement tracking systems and documentation, ensuring information is up to date and accurate to ensure compliance with the commonwealth procurement guidelines and support the audit process.
  • Conduct an induction process prior contract engagement and capacity building for grantees, subcontractors, suppliers and STAs to ensure their adherence to the DFAT and DT Global safeguarding policies.
  • Work closely with the Finance Team to support the project’s financial planning and reporting.
  • Provide guidance for the technical team to ensure the grants and contracts management is aligned with AIPJ3 objectives, the Engagement Strategies, MEL framework, and the budget plan
  • Any other duties as reasonably requested by Grants & Contracts Manager.

Selection Criteria

Essential Experience and Knowledge

  • Bachelor’s or equivalent degree required with a minimum of three years’ experience in procurement, grants and contract compliance and management or related experiences.
  • Understanding of grants management processes and grants compliance programs.
  • Understanding of procurement processes for DFAT or other international donor experience.
  • Knowledge and experience in grants’ financial reporting and database/system i.e. Management Information System (MIS).
  • Knowledge of contract development
  • Strong accounting skills.
  • Able to demonstrate leadership and good interpersonal relationships with staff and team-work oriented.
  • Strong inter-personal and communication skills. Working experience with English speaking and writing skills.
  • Ability to work effectively in a team and strong attention to detail.
  • Excellent computer skills including Microsoft Word, Excel, Outlook.

Desirable

  • Ability to work effectively both independently and as part of a team.
  • Previous experience working with NGOs and/or donor funded programs desired.
  • Excellent communication skills, both written and verbal in English.
