The Role
The Regional Finance Coordinator will support the day-to-day financial operations of the program, including processing of payments, financial reporting support, reconciliation, and coordination with country offices. The role ensures all financial transactions are conducted in line with program financial procedures, DFAT requirements, and relevant national legislation.
Roles and Responsibilities
Financial Processing & Compliance
· Process accounts payable and accounts receivable transactions in accordance with approved procedures and delegations.
· Ensure proper documentation and approvals for all financial transactions.
· Prepare and submit payment requests, bank transfers, and petty cash reconciliations.
· Monitor compliance with financial controls, including coding, cost allocation, and documentation standards.
Reporting and Reconciliation
· Support the Finance Manager with monthly financial reports and cashflow forecasting.
· Reconcile bank statements and program accounts regularly.
· Assist with preparation of financial inputs for donor reports and audits.
Support to Country Teams and Partners
· Respond to finance-related queries from country teams and provide guidance on procedures.
· Review partner financial acquittals for accuracy and completeness.
· Assist in the roll-out of financial templates and tools across the region.
Records Management
· Maintain accurate and up-to-date financial files, records, and supporting documentation for audits and donor review.
· Ensure confidentiality and data security of all financial information.
Other responsibilities
· Comply with Pacific Australia Skills code of conduct, report OHS incidents and arrange first aid treatment when necessary
· Contribute to developing harmonious working relationships with DFAT, colleagues and key stakeholders, and assist to build the profile and reputation of Pacific Australia Skills as a high performing support program.
Selection Criteria
Essential Experience and Knowledge
· Tertiary qualification in accounting, finance, or related discipline.
· At least 5 years’ experience in a finance or accounting role, preferably within an NGO, donor-funded program, or international development context.
· Strong understanding of accounting principles, financial systems, and internal controls.
· Proficiency in Microsoft Excel and accounting software (MYOB).
· Excellent attention to detail, accuracy, and time management.
· Demonstrated ability to work independently and support teams across multiple locations.
· Understanding of and commitment to Gender Equality, Disability and Social Inclusion (GEDSI) principals, Child Protection, Prevention of Sexual Exploitation, Abuse and Harassment (PSEAH), prevention of human trafficking, environmental protection, anti-corruption and other DFAT safeguarding policies.
