WHAT IS THE EBA?

The EBA is an independent European Union Authority established on 1 January 2011 by Regulation (EU) No. 1093/2010 of the European Parliament and of the Council of 24 November 2010[1].

EBA’s mission is to contribute to the stability and effectiveness of the European financial system through simple, consistent, transparent, fair regulation and supervision that benefits all EU citizens.

EBA’s five strategic objectives are: to finalise and implement an effective and proportionate Single Rulebook, to foster financial stability in an economy transitioning towards sustainability, to enable an integrated reporting system for enhanced assessment and disclosure, to implement the Digital Finances package with DORA oversight and MiCAR supervision, and to focus on innovation for the benefit of consumers while ensuring a smooth transition of the anti-money laundering.

As an integral part of the European System of Financial Supervision (ESFS), the EBA works closely together with its sister authorities within the European Supervisory Authorities (ESAs), namely the European Insurance and Occupational Pension Authority (EIOPA), and the European Securities and Markets Authority (ESMA), as well as the Joint Committee and the European Systemic Risk Board (ESRB).

WHAT ARE THE JOB AND OFFER?

Key purpose

As a member of the Prudential Regulation and Supervisory Policy (PRSP) Department, the Policy Expert reports to the Head of the Liquidity, Leverage, Loss Absorbency and Capital Unit (LILLAC) Unit working in the area of Liquidity, Interest Rate Risk in the Banking Book (IRRBB), Leverage ratio and Large Exposures.

In particular, under the overall management of the Director of the PRSP Department and the Head of the LILLAC Unit, the Policy Expert supports the EBA’s regulatory work on liquidity and IRRBB, as well as contributes to the work on the leverage ratio, through the development of technical standards, guidelines, Q&As, opinions and reports related to banks, investments firms or crypto issuers. Working closely with all involved stakeholders, the Policy Expert contributes in a dedicated team to the development of high-quality regulatory products, facilitates and monitors their practical implementation in a consistent manner.

Main responsibilities

  • Prepare policy stances and provide policy advice mainly in the area of liquidity and IRRBB, and as well as leverage ratio and large exposures, under the guidance of senior experts and within a dedicated team;
  • Contribute to promoting convergence of implementation of the regulatory products in these areas, in particular the liquidity coverage ratio (LCR) and net stable funding ratio (NSFR), as well as to monitoring reports and the IRRBB published heatmap;
  • Contribute to the EBA decision making process through the support provided to the internal EBA committees and subgroups and their chairpersons;
  • Externally represent the EBA at a technical level in his/her area of expertise;
  • Establish and foster effective cooperation with the other ESAs, the ECB-SSM and national competent authorities;
  • Facilitate external consultations, training and supporting implementation studies and impact assessments for the respective guidelines and binding technical standards;
  • Perform other tasks in the interest of service and the area of competences as requested by the management.

WHAT ARE THE SELECTION REQUIREMENTS?

  • Be a national of a Member State of the European Union3 or Iceland, Liechtenstein, Norway, and enjoy your full rights as a citizen4;
  • Have fulfilled any obligation imposed on you by the laws concerning military service;
  • Have the appropriate character references as to your suitability for the performance of your duties;
  • Be physically fit to perform the duties linked to the post5;
  • Have a thorough knowledge6 of English7 and a satisfactory knowledge8 of another official language9 10 of the European Union.

Qualifications[1]

Candidates must have a level of education which corresponds to completed university studies of at least three years attested by a diploma.

Selection criteria

In addition to the eligibility criteria above, the following selection criteria will be assessed throughout the different phases of the selection procedure. Candidates are required to clearly indicate in their application how they acquired the knowledge and experience allowing them to meet the selection criteria and to give specific examples.

Essential criteria:

  • Knowledge and/or expertise gained in the area of Banking Regulation and Supervision;
  • Strong academic background (as evidenced by education) in areas such as finance, economics and/or a related field with strong quantitative skills;
  • Knowledge and/or experience in the area of liquidity, and/or IRRBB, and/or Leverage ratio and/or Large exposures.

Advantageous criteria:

  • Analytical abilities and experience in drafting high quality documents targeted to technical and non­technical audiences;
  • Experience in multicultural organisations and/or organisations involved in the development of relevant policy issues.

Behavioural competencies:

  • Communicate clearly and precisely both orally and in writing;

  • Only qualifications awarded by EU Member State authorities or EEA EFTA authorities or qualifications recognised as equivalent by the relevant authorities will be taken into consideration.
